Job Description:

The Manager, IT Enterprise Network Services provides strategic and operational leadership for FIT's enterprise network infrastructure, with responsibility for its availability, security, scalability, resiliency, and ongoing development. This position combines network engineering, infrastructure management, cybersecurity coordination, technical leadership, and day-to-day operational oversight. The Manager supervises network services staff, oversees network systems and equipment, leads infrastructure initiatives and projects, manages vendors and resources, and ensures effective response to network and cybersecurity incidents. The position works collaboratively with IT leadership, the CISO Office, internal teams, external partners, and vendors to maintain a secure, reliable, and sustainable network environment.

Essential Functions:

Network Infrastructure Management & Operations
  • Lead the planning, implementation, operation, maintenance, administration, and lifecycle management of FIT's network infrastructure and equipment.
  • Maintain network availability, performance, scalability, resiliency, and security across network services, systems, resources, devices, and tools.
  • Administer and support firewalls, wireless access points (WAPs), network switches, and other network solutions and devices.
  • Investigate network problems, troubleshoot technical issues, correct defects, and support patches, upgrades, and new technology implementations.
  • Monitor network systems and first-defense devices to ensure proper configuration, optimal performance, uptime, and security.
  • Establish and maintain regular testing and monitoring of auditable network services, systems, resources, and devices.

Cybersecurity, Resiliency & Compliance
  • Collaborate closely with the CISO Office on cybersecurity matters affecting the network infrastructure.
  • Respond to cybersecurity events and incidents and collaborate on the resolution of network outages or incidents involving cybersecurity concerns.
  • Implement network strategies that strengthen resiliency, availability, scalability, and protection against cyber threats.
  • Ensure disaster recovery, business continuity, and backup procedures are tested regularly.
  • Manage network change control and maintain compliance with SUNY and FIT Information Security policies, standards, and established requirements.
  • Support the development and implementation of network and infrastructure policies, procedures, standards, and best practices.

Strategic Planning, Architecture & Technology Roadmapping
  • Develop and implement strategies and roadmaps for network infrastructure, resiliency, availability, scalability, and security.
  • Maintain awareness of evolving technologies, marketplace developments, industry standards, and changing institutional requirements.
  • Evaluate and recommend new technology, network devices, versions, architectures, and solutions.
  • Participate in college-level technology roadmapping and assist IT leadership with strategic roadmaps and budgets related to network services.
  • Develop and update standard operating procedures and technical best practices.
  • Lead transformational initiatives that advance the institution's network environment.

Team Leadership & Staff Development
  • Supervise network services staff and oversee the effective delivery of network services and infrastructure administration.
  • Assign work, allocate unit resources, monitor performance, and ensure operational responsibilities are completed effectively and within established priorities and timeframes.
  • Provide technical guidance, assistance, and training to staff in network engineering, maintenance, monitoring, and troubleshooting.
  • Promote continuous learning, knowledge sharing, performance improvement, and process improvement within the unit.
  • Foster a collaborative and collegial work environment while maintaining accountability for service delivery and results.

Service Support & Incident Resolution
  • Provide timely and effective support for network services and infrastructure.
  • Respond to network performance issues and outages and coordinate appropriate resolution activities.
  • Assign, monitor, and track staff response to service tickets based on urgency, importance, and required resolution time.
  • Troubleshoot and resolve technical issues directly or escalate them when appropriate.
  • Coordinate with external agencies and service providers to identify and resolve external wide-area network issues.
  • Coordinate the response to incidents that expand in scope or present potential cybersecurity concerns.

Project & Resource Management
  • Lead IT network initiatives and projects from planning through implementation and completion.
  • Allocate staff and other unit resources to support project and operational priorities.
  • Ensure projects are delivered on time, within budget, and within approved scope.
  • Provide technical guidance to network engineers, IT colleagues, the Project Management Office (PMO), managers, leadership, and vendors.
  • Partner with the PMO on medium- and large-scale technology initiatives.
  • Manage vendor relationships and oversee vendor-supported network services, systems, products, devices, and tools.

Documentation, Policies & Knowledge Management
  • Develop, maintain, and publish technical documentation supporting existing, reconfigured, and new network infrastructure and architecture.
  • Document procedures and configurations to facilitate ongoing support, operational continuity, and knowledge transfer.
  • Ensure network operations are performed in accordance with applicable technology frameworks, standard operating procedures, policies, best practices, and established timeframes.
  • Promote consistent application of network standards and policies throughout the unit.

Budget, Procurement & Administration
  • Develop and manage the unit's operating budget.
  • Support budget planning and strategic resource allocation for network infrastructure and technology initiatives.
  • Perform and oversee procurement, logistical, administrative, and operational activities associated with the unit.
  • Manage the network equipment base, including planning for implementation, maintenance, replacement, and functional obsolescence.
  • Participate in emergency response activities and, when necessary, work irregular hours and/or on-call assignments.

Requirements:

Minimum Qualifications:
  • Bachelor's degree in Network Engineering, Cybersecurity and Network Engineering, Computer Science, or an equivalent field.
  • 7 years of experience in network engineering operations.
  • Demonstrated expert-level knowledge and experience in enterprise network infrastructure, network engineering, administration, and operations.
  • Experience with network security technologies, including firewalls and web application firewalls.
  • Experience leading technical staff, projects, infrastructure initiatives, or comparable operational activities.
  • Experience troubleshooting complex network environments and resolving network performance, availability, and security issues.

Preferred Qualifications:
  • Master's degree in Network Engineering, Cybersecurity, Computer Science, or an equivalent field.
  • 2 or more years of cybersecurity experience in an engineering environment.
  • CompTIA Network+ and/or Cisco CCNA certification.
  • Advanced certifications such as Cisco CCNP, Cisco CCIE, CompTIA Security+/CEH, and/or Microsoft Certified: Azure Network Engineer Associate.

Knowledge, Skills, & Abilities:
  • Knowledge of enterprise network architecture, infrastructure, administration, and security.
  • Knowledge of network monitoring, troubleshooting, performance management, and incident response.
  • Knowledge of network resiliency, availability, scalability, disaster recovery, and business continuity.

Salary

Salary: $104,763.57 - $125,770.97 per year; commensurate with experience and qualifications.

The UCE-FIT Collective Bargaining Agreement (CBA) dictates the compensation, benefits, and conditions of employment. Hiring Salary: $104,763.57 per year with step increments per Salary Schedule 99, after one year of service and annually thereafter.

Work Schedule

Days/Hours: M-F, 9am-5pm, work schedule subject to change based on needs of the department.
