Core Job Purpose

Reporting to the Director, Human Resources, the Manager, Human Resources is responsible for leading a team of professionals for the day-to-day delivery of Human Resources (HR) professional services to the employees and management team of CCC. The Manager contributes strategically to the development and implementation of HR programs and practices and monitors these practices to ensure efficiency, effectiveness, and alignment with corporate objectives. The Manager serves as both a people leader and a key subject matter expert.

Key Duties

Operational Accountabilities
  • Provides support, and guidance to CCC's management team in relation to HR practices and leadership practices
  • Oversees the day-to-day operations of human resources areas such as, policies and procedures, data analytics, job evaluation, total rewards, payroll, talent acquisition and retention, labour relations, performance management, and learning and development (individual and corporate-wide), and ensures CCC's programs remain aligned with best practices
  • Participates on Labour Management Consultation Committee (LMCC);
  • Contributes to collective bargaining process through areas of expertise such as compensation, analytics, business practices, and stakeholder relationships
  • Manages and oversees the classification process to ensure consistency and integrity
  • Monitors compensation program; ensures equity and consistency with market data; and presents analysis and recommendations for annual salary budgeting
  • Participates on various corporate initiatives including working groups and committees such as Pay Equity


People & Organizational Management
  • Provides mentoring, coaching, and performance management (including training opportunities) for HR team members
  • Delegates work to team members based on prioritization and alignment with skills and workload and ensures work quality and completion
  • Responsible for ensuring productive and positive culture for HR employees
  • Serves as a point of escalation for issues within the portfolio


Planning & Risk Management
  • Collaborates with director and contributes to annual and multi-year planning; identifies need for modifications and special initiatives, sets targets, and monitors outcomes; determines implications and options; and prepares recommendations to support strategic goals
  • Oversees ongoing operational planning and/or projects including prioritization, resource allocation, and scheduling; seeks opportunities for improvement in program and service delivery, efficiencies, and integration through program evaluation and research
  • Establishes and oversees performance targets and service level standards to ensure alignment with organizational goals and continuous achievement.
  • Identifies operational risks, completes program/service reviews, and develops recommendations and action plans
  • Assesses risk related to employment practices from a variety of perspectives (i.e., legal, reputational, and business)
  • Ensures legislation, governance structures, policies and procedures are adhered to; contributes to development and alignment of internal policies and procedures; and ensures consistency in practices and applications
  • Maintains awareness of changing legal/regulatory requirements and best practices within the sector (especially those of the Public Service and other Crown Corporations) by creating links and fostering relationships with external associations and HR working groups and networks
  • Ensures optimization of information systems and data management processes and outcomes


Education, Experience & Core Knowledge
  • Completion of university degree in human resources, commerce, business administration, industrial relations, or a related discipline
  • Minimum of eight (8) years of experience in human resources, with a minimum of five (5) years of people management.
  • Bilingual (English/French) C-B-C imperative
  • Knowledge, skills, and experience in operational management of HR professionals, operational planning, and project, change, and risk management
  • Knowledge of issues, trends, best practices, and challenges related to HR programs and services
  • Knowledge of relevant local, provincial, and federal legislation and regulations including collective agreements
  • Knowledge of division, broader CCC, departments, and business lines
  • Knowledge of CCC Policy Suite and related procedures and instructions
  • Knowledge of office productivity software and databases, discipline-specific software, enterprise software, and technology devices
  • Payroll knowledge is an asset
