Full Job Description
Summary:
Under general direction, manages operations of a centralized functional team that provides diversified HR services in a service center or shared services environment. Identifies opportunities and develops strategies and solutions to continuously improve the quality of the HR Shared Services team to support staff and ensure compliance and consistency is maintained.

Responsibilities:

Oversees the work of a team that provides consultative guidance to managers and employees on employment requirements, onboarding, clinical competency management, basic benefits, recognition, payroll, and, workforce or succession planning, training, and or performance management.

Ensures that policies applied by each business unit or division comply with policies and procedures as established by the organization. Partners with campus safety, employee health, legal and ethics and compliance teams to ensure adherence to requirements.

Oversees clinical competency management program in partnership with ANMC leadership, regulatory readiness committees and environment of care committee. Tracks and reports on clinical competency management. Participates in audits.

Drive HR Shared Services process standardization and improvement by identifying and executing process migration to the centralized shared services team and automate additional HR processes.

Oversees the security and maintenance of personnel records in electronic and paper forms, according to records requirements. Implements and maintains quality assurance program for regular auditing and reporting of personnel records. Develops goals and tracks performance against key indicators, assesses departmental performance, and develops and implements process improvements or enhancements.

Sets priorities for the team by actively participating in the HR leadership team activity and annual strategic planning sessions. Provides leadership, direction, and guidance to assigned staff. Prepares and analyzes metrics for HR performance, delivers coaching and feedback, and develops and implements improvement plans.

Establishes departmental policies, practices, and procedures that have a significant impact on the organization by maintaining compliance and reducing risk. Demonstrates creativity, project planning and organizational skills. Conducts careful and systematic analysis of their functional area; drives for results; follows through on commitments; and focuses on ensuring customer satisfaction and consistency. Implement systems that build efficiency, automate process and improve consistent customer service.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies and processes.

Including substantial knowledge of relevant specialized fields such as Federal Indian law and self-determination/self-governance, health law, employment law & construction law. Knowledge of state and federal laws (EEOC, compensation, FMLA, etc.)

Knowledge of managing significant organizational change.

Knowledge of healthcare compliance requirements and conducting audits.

Skill in effectively managing and leading staff, and delegating tasks and authority.

Skill in assessing and prioritizing multiple tasks, projects and demands.

Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and federal agencies.

Skill in operating a personal computer utilizing a variety of software applications.

MINIMUM EDUCATION QUALIFICATION

Bachelor's degree in Business Management, Human Resources Management or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory - Five (5) years of progressive human resources experience in benefits, compensation, or business partner work. An equivalent combination of relevant education and/or training may be substituted for experience.

AND

Supervisory - Two (2) years of supervisory/management experience. An equivalent combination of relevant education and/or training may be substituted for experience.

PREFERRED EDUCATION QUALIFICATION

Master's degree in Business Administration or Human Resource Management

PREFERRED CERTIFICATION QUALIFICATION

Society Human Resources Management Certified Professional (SHRM-CP), Professional Human Resources (PHR) or related certification.
