Job Summary
Reporting to the Vice President, Texas Local Government Affairs Lead, Government & Community Affairs ("GCA"), District 4, this role has responsibility for local governmental policy and advocacy matters for Texas. Assists in developing and implementing city legislative strategies, monitors ordinances, and assists in facilitation of state and local government-facing business initiatives. This role will closely coordinate with the state lead on state and local membership organizations. Assists with corporate initiatives and works with state GCA to coordinate community affairs activities.

Job Description

Core Responsibilities:
  • Develop and maintain strategic relationships with elected officials, municipal staff, regional stakeholders, and community leaders to advance Comcast's business, policy, and community objectives.
  • Represent Comcast across an assigned portfolio of municipalities and counties, ensuring consistent engagement and alignment on company priorities and local issues.
  • Support business priorities including network expansion, permitting, and market development through coordinated government and community engagement.
  • Represent the company at external events, community meetings, and stakeholder engagements, including hosting and participation in key regional functions.
  • Support execution of community investment initiatives, including digital equity programs, nonprofit partnerships, and corporate philanthropy efforts (e.g., Lift Zones and Comcast Foundation grants), in coordination with internal stakeholders.
  • Build and maintain relationships with local business and third-party organizations, including NGOs, IGAs, Chambers of Commerce, Economic Development Corporations (EDCs), and regional partnerships to advance business development and policy priorities.
  • Coordinate with internal partners (e.g., Legal, Policy, CX, TechOps) to support resolution of escalations, local issues, and enterprise priorities.
  • Ensure all activities comply with applicable legal, regulatory, and company policies, including government engagement and community investment requirements.
  • Assist in developing and implementing city government advocacy strategies, monitor ordinances, and local government affairs activity.
  • Assist in building strategies and tactics to effectively advocate for company priorities in all levels of local government.
  • Develop and maintain relationships with government representatives and regulators at the local level. Travel to attend meetings, hearings, or other events to represent the company.
  • Monitor local legislative activity affecting Comcast NBCUniversal business interests. Work closely with the HQ Shared Services Policy team to review ordinances and receive policy direction from subject matter experts. Execute advocacy strategies and tactics based on the company's policy guidance.
  • Assist in facilitation of state and local government-facing business initiatives.
  • Provide guidance and support at all management levels to ensure consistent and sound local government policy and enhance communication with local officials in all levels of government.
  • Support franchising strategy and execution, including new jurisdictions, annual notifications, and communicating franchise rights to cities and counties, in coordination with the Vice President and assigned market leads.
  • Assist with the resolution of complex and/or difficult franchise renewals, franchise transfers, and franchise non-compliance issues.
  • Assist with corporate initiatives and work with state GCA to coordinate community affairs activities.
  • Develop relationships on behalf of Comcast with coalition and industry trade associations.
  • Other duties as assigned.


Professional Experience and Qualifications:
  • Familiarity with key areas of technology and/or telecommunications policy.
  • Progressively responsible experience in government affairs related disciplines working with city councils, mayors, legislators, government agencies, political campaigns, or associations with recent experience.
  • Strong team player and willingness to assist department in various tasks.
  • Ability to manage multiple deadlines and priorities and possess good organization skills.
  • Ability to maintain confidentiality and represent Comcast in a positive, professional manner.
  • Ability to build relationships as well as work collaboratively to build consensus and positive buy-in/support for initiatives.
  • Strong presentation and communication skills, able to effectively communicate at all levels of the organization both in written and oral form.
  • Proven project management skills. Ability to manage multiple projects simultaneously.
  • Exceptional time management and strong eye for detail.
  • Ability to work in a fast-paced environment.
  • Travel required: 25-30%
