Job Summary

The Manager, Data Engineering and Data Governance will lead a team of 5-6 data professionals and oversee the university's enterprise data engineering function and institutional data governance program. This is a hands-on technical leadership role requiring an engineering background, data governance experience, and leadership or management experience. The role is responsible for the architecture, development, and support of the university's Operational Data Store (ODS), Enterprise Data Warehouse (EDW), Data Lake environments, and data integration pipelines connecting SIS, LMS, ERP, and CRM platforms. The position will also lead data governance strategy, policy, stewardship, and compliance activities in alignment with the university's mission and applicable Texas requirements. Coding and scripting will generally account for less than 30% of the role; however, the manager must be capable of reviewing, optimizing, and approving code and scripts and providing technical direction on architecture and design.

Key Responsibilities
• Lead and manage a team of 5-6 data engineers, integration engineers, database administrators, and data analysts.
• Design, build, and maintain scalable data integration pipelines and data models supporting ODS, EDW, and Data Lake environments.
• Lead the development and support of ETL/ELT processes using technologies such as SSIS, Oracle Integration Cloud (OIC), and SnapLogic.
• Ensure integration architecture supports batch, real-time, and near-real-time data requirements across the institution.
• Oversee database development, performance tuning, and optimization using PL/SQL and/or T-SQL across Oracle and SQL Server platforms.
• Review, optimize, and approve code and scripts while providing technical leadership and guidance to the data team.
• Participate in architecture and solution design and establish data architecture standards, integration patterns, and technical best practices.
• Establish and maintain standards for data quality, lineage, metadata management, and data integration.
• Evaluate and recommend emerging data platform technologies to support institutional analytics and reporting needs.
• Oversee capacity planning, performance tuning, disaster recovery, and business continuity planning for enterprise data systems.
• Serve as the institution's data management officer and lead the development, implementation, and continuous improvement of the data governance program.
• Establish and chair data governance committees and councils and coordinate data stewards and data trustees across academic and administrative units.
• Develop and maintain institutional data policies, standards, definitions, and classification schemes.
• Ensure alignment with the Texas Data Management Framework, Texas Department of Information Resources (DIR) requirements, and applicable state and federal data mandates.
• Lead data quality initiatives, master data management efforts, and data stewardship training.
• Partner with functional offices to integrate and govern data across SIS, LMS, ERP, and CRM systems.
• Collaborate with Institutional Research, Enrollment Management, Finance, HR, and other departments to support accurate reporting, compliance, and decision-making.
• Serve as a liaison to Texas DIR and other state agencies regarding data governance, reporting, and compliance matters as required.
• Recruit, supervise, mentor, and develop data engineering and analytics team members.
• Manage project priorities, timelines, resource allocation, budgets, vendor relationships, and contracts related to data platforms and tools.
• Prepare and present reports, dashboards, and recommendations to senior leadership regarding data infrastructure health and governance maturity.
• Perform other duties as assigned.

Required Qualifications
• Bachelor's degree in Computer Science, Data Science, Information Systems, or a related field.
• Minimum of 10 years of progressively responsible experience in data engineering and data governance or equivalent experience.
• Demonstrated supervisory or management experience leading and managing technical teams.
• Experience building and supporting enterprise data systems such as Operational Data Stores, Enterprise Data Warehouses, and Data Lakes using Microsoft, Oracle, Snowflake, Amazon, or other data platforms.
• Demonstrated experience building and supporting application integrations and/or data integrations.
• Demonstrated experience building and supporting BI solutions, reports, and dashboards.
• Deep understanding of data warehousing architecture.
• Strong understanding of data governance frameworks, data stewardship models, metadata management, and master data management practices.
• Hands-on experience with ETL and integration tools such as SSIS, Azure Data Factory (ADF), Oracle Integration Cloud (OIC), or SnapLogic.
• Strong proficiency in PL/SQL and/or T-SQL, with experience developing or administering Oracle and/or SQL Server databases.
• Experience with BI and reporting tools such as Power BI, Oracle BI Publisher, or Oracle Analytics.
• Demonstrated experience developing and executing data management and data governance programs.
• Experience working with data from SIS, LMS, ERP, and CRM systems in an enterprise environment.
• Excellent communication skills with the ability to translate technical concepts for non-technical stakeholders and senior leadership.
• Ability to manage competing priorities across multiple large-scale data initiatives.
• Strong analytical, problem-solving, and project management skills.
• Ability to build consensus and collaborate effectively across diverse academic and administrative stakeholders.

Preferred Qualifications
• Direct experience serving as a data management officer at a public university in Texas.
• Working knowledge of Texas DIR requirements, the Texas Data Management Framework, and Texas Administrative Code (TAC) 202.
• Experience with higher education platforms such as Ellucian Banner/Colleague, PeopleSoft/Oracle Campus Solutions, Workday, Salesforce, Canvas, or Oracle ERP Cloud.
• Experience with cloud data platforms such as Azure, AWS, or Snowflake in a higher education or public sector environment.
• Experience with data privacy and compliance frameworks such as FERPA, HIPAA, and applicable state public information requirements.
