Manager, Biobank, Integrative Biosciences (IBio)

Wayne State University is searching for an experienced Manager, Biobank, Integrative Biosciences (IBio) at its Detroit campus location.

Position Purpose:

The Wayne State University the Biobank Manager oversees the strategic, operational, and regulatory functions of the university's biobank program, ensuring the ethical collection, processing, storage, and distribution of high-quality biological specimens and associated data in support of clinical, translational, and basic research initiatives. This position supervises personnel, manages laboratory workflows and database systems, and collaborates with faculty, research staff, institutional leadership, and external partners to uphold compliance with federal regulations, accreditation standards, and institutional policies while contributing to strategic planning, grant development, and research innovation.

Essential Functions:

Oversee and direct operations of the Wayne State University Biobank and promote coordination with other national and international researchers.

Responsible for staff-related activities including hiring and termination, coaching, orienting, and training. Monitors staff attendance, productivity, and performance markers. Provides counseling to staff, on-going training and for new and existing staff on various department tasks, procedures, and systems.

Maintain professional growth and development through self-directed learning activities and involvement in professional, civic, and community organizations.

Manages the Biobank staff in performance of routine technical procedures following established protocols to accurately aliquot, label, and catalog human samples (e.g., blood).

Ensures quality goals, including correctness, accuracy, and timeliness of documentation completion and/or submission are achieved. Develops, and maintains environmental control protocols not limited to storage of samples at ambient and -80 temperatures including freezer maintenance. Develops, maintains, and participates in emergency and on-call protocols.

Ensures policies, Standard Operating Procedures, and protocols are harmonized with relevant rules, regulations, quality standards, and good clinical practices. Responsible for ensuring quality of samples for diagnostic testing or other analyses. Responsible for physical sample verification and consent validation prior to sample distribution.

Create, implement, and report on program effectiveness measures and metrics. Oversee extraction on patient samples for research and clinical testing. Work with the Research Institute and Compliance to assure Institutional Review Board (IRB), Health Insurance Portability and Accountability Act (HIPPA), and Collaborative Institutional Training Initiative (CITI) compliance including protocols, forms, literature, and advertisements.

Responsible for developing and managing Biobank budget. Responsible for identifying, evaluating, and recommending capital equipment necessary for operations. Responsible for implementation of new Biobank equipment and associated workflows. Interfaces and coordinates service contracts, repairs, and certification associated with laboratory safety and scientific equipment. Responsible for ensuring contracts and forms are reviewed and approved by appropriate departments.

Responsible for the development and implementation of standard operating procedures necessary to attain and maintain regulatory certification (e.g., Clinical Laboratory Improvement Amendment (CLIA), College of American Pathologists (CAP), and others). Works with Information Technology to identify and implement a laboratory information management system to support Biobank operations and interface with clinical data. Work with Facilities team in the design and development of Biobank space.

Participates in Research Institute committees as appointed and required. Develop and maintain a strong external network by meeting, greeting, and cultivating national collaborators, community stakeholders, and patients via educational programs, outreach, and marketing. Participate in recruitment event planning and execution including location, selection, advertising, refreshments, volunteers, collateral materials, speakers, and recruitment.

Perform other related duties as assigned.

Minimum Qualifications:

Education: Bachelor's degree

Bachelor's degree from an accredited college or university with a concentration in science or a combination of education and experience.

Experience: Expert (established subject matter expert, 7+ years of experience).

Prior experience working with biobank laboratories, OnCore Biobanking software, with the Human Investigation Review Board (IRB), and the Institutional Biosafety Committee (IBC) for initial Submissions, amendments, and Adverse event reporting.

Experience in data collation for the Study Information Portal (SIP) in OnCore.

Extensive experience with laboratory procedures is required.

Experienced in managing laboratory resources (consumables, etc.) and budget.

Experience creating quotes for requested samples and communicating billing.

Experience with technology transfer procedures, including data use agreements and material transfer agreements.

Knowledge, Skills, and Abilities:

Able to utilize knowledge of scientific process, specific laboratory protocols, and train others.

Able to perform complex analyses of results and troubleshoot.

Ability to work collaboratively with a research/clinical group or team.

Knowledge of laboratory information management systems (OnCore), including barcoding, sample processing, management, storage, and retrieval.

Works as a member of a collaborative and interdisciplinary team to forward the objectives of the WSU Biobank.

Highly organized.

Ability to manage and prioritize multiple projects concurrently.

Excellent track record of follow-up with collaborators, physicians, community contacts, and other internal and external stakeholders.
