Position Description
About Harris County and Universal Services:

The Manager, Enterprise Technology Asset Management, is responsible for leading the day-to-day operations, standards, controls, and continuous improvement of the Enterprise Technology Asset Management function within Universal Services. This position manages the core asset management team and oversees both Hardware Asset Management and Software Asset Management activities across the technology asset lifecycle.
The role is responsible for ensuring technology assets are properly tracked, managed, optimized, and reported from request, procurement, receipt, inventory, deployment, assignment, transfer, recovery, refresh, and retirement tracking. The position also supports software and license management, including entitlement tracking, license utilization, compliance, renewals, optimization, and reporting.
Duties & Responsibilities
  • Manage the day-to-day operations of the Enterprise Technology Asset Management team, including staffing, workload management, performance expectations, and operational priorities.
  • Assist leadership in developing and maintaining asset management strategies, policies, procedures, standards, and best practices for County technology assets.
  • Establish and maintain standardized asset lifecycle processes for hardware and software assets.
  • Manage lifecycle activities for hardware assets, including laptops, desktops, monitors, peripherals, mobile devices, and other approved technology assets.
  • Oversee asset intake, receiving, tagging, inventory validation, storage, staging, deployment tracking, assignment, transfer, recovery, refresh, and retirement tracking.
  • Monitor warehouse and storage inventory to ensure accuracy, safety, efficiency, and appropriate chain-of-custody controls.
  • Ensure accurate and timely reporting of hardware assets, including deployed, stored, pending deployment, recovered, retired, and exception status.
  • Coordinate periodic inventory audits, reconciliation activities, data validation, and corrective action plans.
  • Monitor aging hardware, warranty status, refresh eligibility, lifecycle replacement needs, and device standards.
  • Support annual and multi-year hardware refresh planning, budget inputs, and prioritization.
  • Coordinate with approved operational or vendor teams responsible for physical disposal or salvage while ensuring asset records are reconciled and complete.
  • Manage software asset management responsibilities, including license entitlement tracking, assignment tracking, utilization monitoring, renewal support, compliance, and optimization.
  • Maintain visibility into enterprise and department-used software assets, licenses, subscriptions, renewals, and usage data.
  • Support software license reclamation, license reassignment, duplicate license reduction, and improved license utilization.
  • Supervise responses to software vendor license compliance audits, license validation requests, and internal compliance reviews.
  • Partner with procurement, finance, cybersecurity, architecture, departments, and vendors to support software standards, renewal planning, and compliance expectations.
  • Support the development and maintenance of an approved software catalog and license management model.
  • Produce recurring software and license reports showing utilization, compliance risks, renewal exposure, optimization opportunities, and corrective actions.
  • Ensure accurate, complete, and timely reporting of asset and license data across asset management systems, procurement records, inventory repositories, and operational reports.
  • Address data completeness and quality concerns through reconciliation, process controls, and corrective actions.
  • Provide data analysis on asset value, asset status, lifecycle position, risk, utilization, and compliance.
  • Support finance teams with data required for asset-related budgets, business cases, lifecycle planning, and leadership reporting.
  • Develop and maintain dashboards, metrics, and recurring reports for inventory accuracy, deployment cycle time, recovery rate, refresh progress, license utilization, and audit readiness.
  • Evaluate, support, maintain, and improve asset management-related tools and services in coordination with approved technology implementation efforts.
  • Ensure asset management tools align with organizational data sources and support reliable reporting.
  • Recommend improvements to asset workflows, forms, reports, standard operating procedures, and controls.
  • Support audit readiness by maintaining required documentation, evidence, logs, reports, and process records.
  • Identify, document, and report breaches of asset management policy and track corrective actions to closure.
  • Develop and report on remediation efforts related to asset risks, compliance gaps, inventory exceptions, and optimization opportunities.
  • Partner with leadership, departments, procurement, finance, cybersecurity, architecture, Help Desk, Desktop Support, and vendors to support asset lifecycle control and accountability.
  • Ensure asset management processes align with County policies, procurement requirements, cybersecurity standards, and operational needs.
  • Perform additional duties as assigned by the department.
  • Support emergency, disaster, or urgent operational activities as required by Harris County and Universal Services.

Requirements
Education/Experience:
  • Bachelor's degree in Business Administration, Finance, Information Technology, Engineering, Supply Chain, or a related field;

OR
  • High School Diploma/GED with four years of related experience;

OR
  • Associate's degree in Business Administration, Finance, Information Technology, Engineering, Supply Chain, or a related field with two years of related experience;

OR
  • Master's degree in a directly related field may substitute for the required experience.

Preferences

  • Experience managing Hardware Asset Management and Software Asset Management functions in a large enterprise or public sector environment.
  • Experience with software licensing, Microsoft licensing, SaaS subscriptions, license optimization, and vendor compliance audits.
  • Experience with ITAM/ITSM platforms such as Ivanti, ServiceNow, QuickBase, Snipe-IT, or similar tools.
  • Experience supporting technology procurement, inventory control, audit readiness, asset reporting, and lifecycle refresh planning.
  • Supervisory or team lead experience preferred.
