The Air Force Civilian Service (AFCS) is looking for a Management & Program Analyst (Deputy Chief of Staff/NH-0343-04) to work at Offutt AFB, NE.
Member will serve as the J0 senior civilian with responsibility over the operational and mission support functions in USSTRATCOM Chief of Staff's (CoS) Office. Directs, coordinates, and integrates all activities in accordance with the policies and instructions of the Chief of Staff.
Salary with locality: $127,033 - $194,253
Work Type: Situational telework authorized, not a remote position

Travel: Up to 25%, "May be required to work overtime and/or irregular work hours"

Qualifications:
US citizenship is required.
Member will be required to obtain and maintain a Top Secret/SCI security clearance as a condition of employment. May also require access to Special Access Programs.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve IAW: DoDD 1200.7, Screening the Ready Reserve.
Expert knowledge of administrative management principles, methods, applications, and established practices; interpersonal relations and practices, and accepted management techniques.
Comprehensive knowledge of the missions, objectives, functions, responsibilities, organizations, and procedures of DoW, USSTRATCOM, its Components and Sub-Unified Commands, and other Geographic and Functional (Global) Combatant Commands.
Expert ability to coordinate and manage a wide variety of diverse tasks and responsibilities within a hierarchical military command, to include but not limited to administrative management, management of resources, manpower management, and training.
Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. Ability to plan, organize, and direct staff, programs, and/or projects.
Ability to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts.
Ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment.
Ability to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting command-wide policies or programs.
Ability to expertly advise senior military officers and civilian officials, the Commander, Deputy Commander, Chief of Staff, military service general officers, etc. on all aspects of various programs, recommend strategies, and establish standards for the development and evaluation of long-range program execution.
