DutiesIn this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance.
This position starts at a salary of $101,375.00 (GS-12, Step 1) to $131,790.00 (GS-12, Step 10)
As a Management and Program Analyst, your duties will include:
- Providing advice involving program issues, develops and recommends improvements in services, participates on teams or projects involved in updating processes to meet varied and changing requirements.
- Researching and advising on significant personnel program changes or developments and assists management in the development of policy and recommends changes to improve service.
- Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs and shares information on improved workforce management processes used in the field.
- Supporting the workforce management mission such as awards processing, use of the Collective Bargaining Agreement, and workers compensation.
- Counselling employees on retirements, pay, and leave issues; implements return-to-work strategies to reduce time lost to work-related injuries and other extended medical absences.

QualificationsGS-12 Experience: To qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Developing and recommending improvements in services.
- Working with a variety of programs supporting the workforce management mission.
- Performing a wide range of administrative and analytical duties to develop and implement workforce management programs.
- Communicate effectively orally and in writing to explain, guide, and negotiate complex legal requirements, contentious work situations, complicated concepts, and process changes with diverse stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/26/2026.
