Full Job Description
Duties Description Reporting directly to the Executive Deputy Commissioner, the Deputy Commissioner of Administration and Finance provides strategic leadership and executive oversight for the agency's business operations. The incumbent is responsible for directing fiscal operations, human resources, and general administration, including information technology, risk management, and fleet and facilities management --to ensure organizational efficiency and alignment with agency goals.

Duties include, but are not limited to:
• Direct, monitor, and facilitate the implementation of new and revised procedural stipulations and organizational policy.
• Oversee the preparation and generation of agency budgets, spending plans, and required fiscal and budgetary reporting.
• Coordinate with the Governor's Office, the Division of the Budget and the Office of the State Comptroller on high-level policy, budgetary and fiscal matters.
• Provide executive direction in purchasing and procurement to the agency.
• Provide Executive staff with advice and recommendations on the direction of the agency's organizational structure and staffing.
• Supervise the Internal Control program, establish guidelines and procedures, monitor the program, and prepare required reports.
• Maintain oversight of all agency grant programs to coordinate reporting and audit responses, as needed. Responsible for the overall management of agency funds, consistent with the State financial plan.
• Oversee human resources management, which includes personnel services, labor relations, workforce development, and leaves management units.
• Provide executive fiscal expertise for contract and MOU negotiations.
• Review legislative proposals, in conjunction with the agency's legal office, and provide expert administrative insight as to the effects of the legislation.
• Oversee fleet, facilities, and asset management for the division.
• Perform other miscellaneous responsibilities for the agency, as needed.

Minimum Qualifications Bachelor's degree and ten years of professional-level management, administration, or executive experience in at least one of the following key areas:
• Fiscal and Budgetary Management
• Operations, Logistics and Fleet Management
• Internal Controls, Compliance and Security
• Executive Leadership and Policy Implementation
• Human Resources Management

Substitutions: four years of relevant experience or associate's degree and two years of relevant experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
