Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the NAVAL CRIMINAL INVESTIGATIVE SERVICE.

All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

Help

  • You will analyze work processes, and studies and evaluates program operations; identifies problems, inefficiencies, and potential improvements; and develops options/recommendations for solutions.
  • You will analyze the current state guided by Directorate leadership's vision of the desired end state in context of management-program analysis principles.
  • You will advise leadership on program performance measures and processes, data research, assessments, and other program performance issues affecting the Directorate.
  • You will perform trend analysis and production tasks for category-based emergent patterns recurring in more than one situation or geographic area, indicating a need for program level action to prevent, detect, or remedy recurring problems.
  • You will assist in the allocation of funds for the executive offices. Makes recommendations regarding reprogramming where appropriate within allocated funds. Prepares and submits appropriate justification for additional funds.

Qualifications

GS-12:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Studying, analyzing, developing ways to improve management controls and program operations.
  • Developing and recommending improvement base on accurate metrics and detailed analyses.
  • Assisting with allocation of funds for the executive office.


GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Assist with studying, analyzing, developing ways to improve management controls and program operations.
  • Developing and recommending improvement base on accurate metrics and detailed analyses.

Education

GS-11:

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows:


Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

OR

Combination of experience and education that equates to one year of experience.
