- Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.

QualificationsSpecialized experience: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes; Comprehensive knowledge of the theories and principles of acquisition and weapons systems support, especially related to materiel surge. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of program management, management engineering and organization principles, concepts, and methodologies, instructions, directives, concepts, procedures, guidance, and policy.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for a complex, diverse organization.
3. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force, and Air Force Reserve organizations to provide headquarters-level staff guidance.
4. Knowledge of an extensive body of civilian and military active component and reserve component HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues and interpret regulations and instructions.
5. Skill in gathering, assembling, and analyzing facts, drawing logical conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports.
6. Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
7. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
8. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
9. Ability to effectively leverage information technology tools and develop information management capabilities to effectively communicate accurate and timely information across a large and diverse organization
