Key job duties include, but are not limited to the following:- Incumbent serves as an authoritative technical expert and consultant to NCWI group leaders on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs.
- Advise and participate in the development of health informatics systems that can be used to appropriately monitor clinical care processes, outcomes, and patient safety.
- Design, develop and support the technology infrastructure for the extraction, report interface, creation, storage, and seamless presentation of clinical and administrative data available throughout VHA.
- Design, implement, and maintain database applications, dashboards, data reporting systems, data sets, and databases that synthesize clinical and administrative data from multiple sources into meaningful and useful information and knowledge for business analysis purposes.
- Will work with the NCWI Clinical Informatics team to create a repository of reports and tools. Data sources for decision support tools will include VistA, CDW, EDIS, MCA, ARC, FMS, PAID, and other data sources.
- Performs regular analytical reviews of facility data. Identifies operational, clinical, and financial scenarios for analysis and recommends ways to optimize efficiency, cost management, resource utilization, and risk reduction.
- Develops logic and writes code to extract data from CDW, VistA and other local or national databases.
- Identify trends and analyzes homeless program data. Provides statistical analyses in support of current metrics and development of new performance/operational measures.
- Participates in defining strategic goals, developing, and implementing administrative and clinic programs, and educating staff regarding processes related to data management, research, assisting in measurement of those goals, and contributing to the success of those projects.
- Demonstrates skill in effective written and oral communication, to include expertise in data visualization and expert knowledge of a broad range of computer-based programs for communication, report generation, and presentations. Compiles final reports, including comprehensive analyses.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems.
There is no educational substitution for the GS-12 level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
