Summary

This position is located at Bureau of the Fiscal Service, Treasury Offset Program Division. As a Management and Program Analyst, you will provide leadership and technical expertise on matters pertaining to Treasury Offset Program and debt collection operations.

As a Management and Program Analyst, you will:

  • Lead or participate in technical committees or task forces composed of Treasury and other Federal agency personnel and stakeholder representatives concerning issues of mutual interest in the field of debt management and debt collection.
  • Review, evaluate, and report on government wide debt management processes and activities to determine strengths and weaknesses, and recommend improvements in the operations.
  • Facilitate the exchange of debt management information through publications and interaction with Federal agency and state governmental representatives.
  • Provide daily outreach and liaison for Debt Management Services to Federal agencies, resolving agency concerns, problems and issues.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience for the GS-13, You must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

-Ability to develop and improve debt-management and collection policies, processes and operations; AND

-Ability to share debt-management information through written materials and collaboration with various partners; AND

-Ability to prepare high-level correspondence for debtors and clearly and accurately respond to a range of inquiries and information requests.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.
