This position is located with Bonneville Power Administration (BPA), in Strategy & Business Management (TAS), Transmission Chief of Staff (TA), Transmission Services (T).

Key Duties & High-Impact Opportunities

  1. Lead Strategic Initiatives: Plan, coordinate, and monitor agency initiatives from concept to completion-defining project scope, deliverables, and timelines to ensure complex projects hit key milestones.
  2. Serve as a Trusted Executive Advisor: Collaborate directly with the Transmission Chief of Staff and senior managers, providing data-driven advice and recommendations to guide long-range operational planning.
  3. Drive Process & Efficiency Improvements: Conduct in-depth program studies-analyzing staffing trends, work procedures, and organizational structures-to design and implement innovative business improvements.
  4. Bridge Cross-Functional Teams: Act as a primary liaison connecting business units, technical subject matter experts, and corporate business partners to align priorities, solve shared problems, and ensure smooth project execution.
  5. Craft Compelling Executive Communications: Transform technical, financial, and operational data into polished management reports, visual infographics, dashboards, and executive updates tailored for leadership audiences.
  6. Solve Complex Organizational Challenges: Lead and contribute to multidisciplinary working groups, applying creative problem-solving and analytical methods to resolve critical operational bottlenecks.
  7. Monitor Project Resources & Financial Health: Track project spending, labor metrics, and budget forecasts in partnership with finance teams to ensure accurate resource allocation and fiscal accountability.
  8. Deliver Dynamic Briefings & Presentations: Present high-level project status updates, performance metrics, and strategic proposals through engaging webinars, briefings, and leadership meetings.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience is defined as experience: 1) assisting in project planning and tracking by analyzing project data, schedules, and resource metrics to monitor project performance and deliverables; 2) gathering operational data and reviewing work processes to draft recommendations for improving program efficiency or administrative procedures; and 3) preparing and delivering written reports, visual presentations, or status briefings to communicate project metrics to stakeholders.

You may substitute education for specialized experience as follows:

  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
