Job Description

This recruitment will be used to fill a minimum of two (2) Management Analyst positions.

The division of Budget and Planning within the Office of Finance and Administration is seeking a Management Analyst to perform highly advanced (seniorlevel) budget preparation and analysis work. This role is responsible for overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and preparation of required state and agency budgetary reports such as the Legislative Appropriation Request (LAR) and Itemized Operating Budget (IOB) to ensure compliance with the General Appropriations Act and other applicable state and federal statutes.

The Management Analyst is also responsible for examining, monitoring, analyzing, and reviewing operating budgets, time and effort, and position control, and providing technical assistance to TEA staff on budgetary and personnel matters while ensuring external reporting is completed timely and accurately. This position reports to a Budget Manager and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Functions

1. Budget Development & Legislative Support: supports budget development and legislative planning through budget analysis, forecasting, and monitoring activities; coordinates and prepares components of the Legislative Appropriations Request, Annual Operating Budget, Itemized Operating Budget, Base Reconciliation, appropriation reconciliations, and unexpended balance projects; reviews budgets for accuracy, compliance, and potential impacts to operations, and communicates findings to management; coordinates the legislative bill analysis process by working with divisions to develop and review fiscal estimates, prepare bill analyses, and ensure timely submission of assigned cost estimates through the Automated Budget and Evaluation System of Texas and the Legislative Budget Board Fiscal Note System; maintains budget data in the Automated Budget and Evaluation System of Texas, Centralized Accounting Payroll/Personnel System, and Uniform Statewide Accounting System, and serves as a backup budget analyst for selected budget functions

2. Financial Reporting, Analysis, & Systems Management: prepares, analyzes, and reviews financial reports, budget forecasts, and management reports to support agency operations and leadership decisionmaking; conducts reconciliations, financial modeling, and trend analyses; ensures the accuracy and integrity of financial data through established qualitycontrol procedures; and develops reports, dashboards, and data visualizations using tools such as Excel and Tableau; uses State of Texas financial and budget systems to identify opportunities to improve reporting processes, data quality, and operational efficiency

3. Collaboration, Mentorship, & Project Coordination: serves as a subject matter resource for budget and program staff by providing guidance on budget processes, reporting requirements, and financial procedures; supports staff development through knowledge sharing, mentoring, and technical assistance while fostering collaboration across business areas; coordinates projects and deliverables, reviews work products for completeness and consistency, resolves issues through effective communication, and managing multiple priorities in a fastpaced environment

4. Stakeholder Engagement & Customer Service: serves as a key liaison between financial operations and agency stakeholders, providing responsive and customerfocused support on budgetary and financial matters; communicates complex financial information in a clear and meaningful way to nonfinancial audiences, preparing presentations and briefing materials, responding to requests for information, and facilitating discussions related to budget issues and resource planning; develops and maintains productive working relationships with internal and external stakeholders to support agency objectives and effective financial management

Qualifications

Minimum Qualifications
  • Education: Graduation from an accredited fouryear college or university
  • Experience: At least five [5] years of experience in State of Texas budgeting, appropriations, and legislative processes, including Legislative Appropriations Request (LAR) development, base reconciliation, and bill analysis using State of Texas budget and financial systems, including the Uniform Statewide Accounting System (USAS), Uniform Statewide Accounting System/Standardized Information Retrieval System (USAS/SIRS), Automated Budget and Evaluation System of Texas (ABEST), Centralized Accounting and Payroll/Personnel System Human Resources Module (CAPPS HR), and Centralized Accounting and Payroll/Personnel System Financials (CAPPS Financials) with documented experience using Salesforce, Tableau, or similar software in a financial/budgetary context.

  • Advanced proficiency in Microsoft Excel (pivot tables, formulas, and macros) and experience using Tableau for reporting and data visualization

  • Strong organizational, project management, and problemsolving skills
  • Ability to mentor and support staff without direct supervisory authority

New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.

The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
