Summary

You will serve as a MANAGEMENT ANALYST in the C4 SHORE INFRASTRUCTURE PLANNING DIVISION (N52/N82), PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT (N5/N8) of NCTAMSLANT NORVA.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

Help

  • You will provide primary support for the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) Program Objective Memorandum (POM) IT baseline requirements for telecommunications and other operation requirements.
  • You will act as the primary point of contact to NCTAMS LANT department and installations to collect IT requirements for development of POM budget data worksheets.
  • You will analyst POM requirements data, ensuring no duplication and identification of synergies in order to meet needs with minimal use of resources.
  • You will maintain all POM worksheets, related budget data records, and other files as required.
  • You will initiate, evaluate and execute the necessary actions required for management and procurement of telecommunications services, network equipment and mission support facilities.
  • You will be responsible for the development of IT Procurement Requests (ITPRs) and related cost estimates for telecommunication services, software, hardware and network equipment.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

*Experience preparing IT program budgets and applying data management techniques to support the development, tracking, and submission of documentation, coordination of data calls, and other communications/support.

*Experience applying budgetary and financial management principles and techniques as they relate to long-range planning of program requirements and objectives.

*Experience resolving unusual, complicated and critical problems, developing approaches, and settling conflicts in assignments.

*Experience presenting recommendations and negotiating solutions to various issues and briefing management on status of programs.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

This position is in the excepted service and does not confer competitive status.

Normal work hours; overtime may be required.
