DUTIES:

The primary purpose of this position is to serve as a Human Resources Liaison (HRL) within the Talent Acquisition Element of the Human Resource Management Section. Responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings. Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study. Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel.

Serves as project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Consistently exercises independent judgment as a project lead/manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies. Prepares, receives, reviews, integrates and controls a wide variety of data/documents pertinent to the manpower and personnel programs. Consistently exercises independent judgment while serving as a human resources focal point for assigned units responsible for advising commanders, supervisors and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Provides assistance/guidance to supervisors on the use of Position Requirements Document (PRD), Standard Core Personnel Documents (SCPDs); or in the creation of Core Personnel Documents (CPDs) when the standard documents are not available or not suitable for use.

Requirements:

- Obtain & maintain a security clearance

- Must be a U.S. citizen

- May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.

- May be required to work extended or other than normal duty hours.

Knowledge, Skills, and Abilities (KSA):

1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

2. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.

3. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
