The Position The Regional Utility Services department is seeking a Management Analyst. This position works with Planning & Development Services leadership to develop performance excellence and program improvement through data-driven insights, process optimization, and innovative solutions. Acts as a liaison between Clean Water Services (CWS) departments and partner jurisdictions. Works with partner jurisdictions to collect, compile, and evaluate compliance with Performance Standards and mitigation programs. Provides analysis and coordination of strategies, processes, operations, metrics, and financial elements for a range of programs and projects. Promotes and supports learning objectives and builds and maintains collaborative relationships.
Essential Functions (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Clean Water Services may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
- Collaborates with leadership, cross-functional teams, and stakeholders to analyze organizational goals and objectives and supports the development of project and program plans. Develops strategic plans, roadmaps, and business cases for programs and projects to support performance excellence and align programs with organizational priorities.
- Reviews, analyzes, tracks, and provides feedback on Performance Standards metrics from permit co-implementing jurisdictions. Evaluates discrepancies and coordinates solutions and reporting. Compiles and summarizes performance metrics for permit reporting.
- Tracks and coordinates environmental and stormwater mitigation and offset programs related to development requirements. Updates data and report documents, coordinates program financials and crediting.
- Documents and analyzes initiatives, deliverables, metrics, timelines, resources, and budgets. Proactively identifies risks and opportunities across programs and initiatives, recommends actions, and supports program planning.
- Maintains systems for ongoing program reporting, assessment, and communication of data-driven insight and recommendations.
- Acts as liaison between subject matter experts, departments, and stakeholders to facilitate communication, gather insights, and resolve issues.
- Works with department managers to analyze and document work structure and flow, identify, evaluate alternatives, and recommend changes to improve operational efficiency and effectiveness.
- Organizes, facilitates, and coordinates activities that promote collaboration, knowledge sharing, peer-to-peer learning, and continuous improvement. Assists with developing and delivering training sessions and other activities that support learning objectives.
- Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches.
- Drives a CWS or personal vehicle for work-related purposes.
Qualifications KNOWLEDGE OF:- Principles and practices of data analysis in project and program management

- Understand and interpret policies, procedures, laws, and regulations pertaining to the program area
- Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, and the general public

EXPERIENCE AND TRAINING GUIDELINESThe following are the minimum qualifications for this position.
3 years of experience in project or program management, business, or public administration, supporting the planning and development of programs in one or more of the following areas:
- monitoring
- evaluation
- strategy development
- collaborative leadership
- financial analysis
College-level coursework in environmental sciences, engineering, utility management, business administration, project management or a related field.
CERTIFICATION AND LICENSURE REQUIREMENTSCandidates must possess and maintain a valid state-issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
