The primary purpose of this position is to serve as a Human Resources Liaison (HRL) project lead/manager responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings. Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study. Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel.
Provides human resources support inclusive of Manpower, Personnel, EEO, Awards, Telework, Career Broadening, Civilian Performance and Appraisals, Civilian Employment Plan (CEP). Maintains manpower authorizations, end strength and work year execution to include realignments and manpower authorization changes. Works as a liaison with the local Civilian Personnel Office (CPO), AFSC Center Senior Functional Offices (CSFO), and Air Force Personnel Center (AFPC) when initiating personnel actions and selections IAW federal laws, HAF, AFMC and Center directives/processes Serves as Wing focal point for local Union negotiations and the local EEO Programs in accordance with local MLA supplements. Making sure all transactions are in accordance with local installation guidance and directives.
Serves as project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. As manpower liaison for assigned organization(s): 1) answers questions, 2) interprets data, 3) and provides historical and background data. Participates in projects or workshop sessions to assess manpower requirements for the organization. Reviews and interprets data collected by other study/project members for accuracy and consistency with policy and customer objectives.
Prepares, receives, reviews, integrates and controls a wide variety of data/documents pertinent to the manpower and personnel programs. Controls all incoming and outgoing personnel/management actions in coordination with all organizational levels, to include the Civilian Personnel Office (CPO) and Plans and Programs organizations. Reviews Unit Manning Document (UMD) to ensure serviced organizations are utilizing correct Manpower Personnel Control Number (MPCN), Position Element Code (PEC) Functional Account Code (FAC), Air Force Specialty Code (AFSC), Organizational Structure Code (OSC) and Security Access Requirement (SAR). Identifies need for and submits Authorization Change Requests (ACR) or Organizational Change Requests (OCR).
Provides assistance/guidance to supervisors on the use of Position Requirements Document (PRD), Standard Core Personnel Documents (SCPDs); or in the creation of Core Personnel Documents (CPDs) when the standard documents are not available or not suitable for use. Refers or provides supervisors and designated classification official (DCO) with the correct ACQDEMO classification references based on duties to be performed.

May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.
May be required to work extended or other than normal duty hours.
Knowledge, Skills, and Abilities (KSA):
1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
