Lead Cyber Program Manager: Secure and Certify the Software That Powers Our Weapon Systems!
Are you a visionary cybersecurity leader ready to protect, innovate, and lead the defense of our nation's most critical weapon systems? We are seeking a Lead IT Program Manager and Senior Subject Matter Expert (SME) to drive our cybersecurity operations and lead an elite technical team.
In this high-visibility leadership role, you will be the definitive authority on cybersecurity policy and software assurance. You will not only manage day-to-day cyber operations but also perform official team lead duties, researching and implementing innovative corporate policies to secure our systems. Your work will directly enable the certification, verification, and deployment of secure, war-winning software capabilities for Major Commands (MAJCOMs) and the front-line warfighter.
What You Will Accomplish:
As the senior technical authority and team lead within our Cyber Section, your daily focus will span from high-level policy development to hands-on software certification. You will:
- Lead and Mentor Cyber Professionals: Perform official team lead duties over subordinate employees, directing and overseeing critical cybersecurity projects, assignments, and advanced technical studies.
- Innovate Cybersecurity Policy: Serve as the senior Subject Matter Expert (SME), researching, developing, and recommending groundbreaking corporate policies, engineering practices, and processes for the management of cybersecurity.
- Certify & Verify Weapon System Software: Facilitate the implementation of critical software fixes and improvements for weapon systems. You will perform precise certification and verification for software builds, providing the warfighter with secure operational capabilities.
- Advise System Program Offices (SPOs): Partner directly with SPOs to analyze and prioritize critical software changes, manage system requirements, allocate resources, and plan for long-term security assistance and management challenges.
- Oversee Full-Spectrum Cyber Operations: Direct the delivery of comprehensive cyber operation services, including Information Assurance, Software Assurance, Network Administration, and general IT support.
- Manage Financial Planning: Ensure the financial readiness of our programs by preparing detailed workload budget inputs, ensuring accurate customer budgeting and precise requirements identification.

Qualifications:
- U.S. Citizenship
- Obtain & maintain appropriate Security clearance
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- May occasionally be required to work other than normal duty hours
- Must be able to obtain and maintain Cyberspace qualification in accordance with DoDM 8140.03
- Designated Drug Testing Position
Recruitment Knowledge, Skills, and Abilities:
1. Leadership ability, including the ability to coach, mentor, inspire, motivate, guide, and challenge team members toward goal accomplishment and the ability to adapt leadership style to a variety of situations.
2. Knowledge of a wide range of computer system theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements.
3. Specific in-depth knowledge of computer system security policies, technology, threats, and issues to include knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new revised security measures and countermeasures based on the results of
accreditation reviews.
4. Knowledge of operational and performance characteristics of computer systems to develop procedures/ policies, practices for use.
5. Knowledge of performance characteristics of computer equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
6. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
7. Ability to develop and conduct training on information security.
8. Ability to analyze a variety of unusual computer conditions, problems, questions or conditions associated with formulating projects or studies.
9. Ability to research patterns to develop new methods, criteria, or proposed new computer policies and procedures.
