Full Job Description
Position Description

JPI is seeking an Operations and Maintenance Analyst to support a federal client in project management and business operations initiatives. This position is responsible for researching, documenting, and analyzing existing O&M processes, identifying gaps, and recommending improvements to enable DHS to assume full campus operational ownership on Day One. The O&M Analyst works across all CLINs and supports the PMO through data analysis, process documentation, compliance reporting, and stakeholder coordination.

Responsibilities Include:
  • Analyze existing GSA O&M processes, contracts, maintenance schedules, and operational procedures to identify transition gaps and risks.
  • Develop and maintain O&M transition plans, compliance tracking matrices, and program status reports.
  • Document campus facility systems, equipment inventories, maintenance logs, and operational procedures to support the transfer of institutional knowledge to DHS.
  • Support governance reporting and long-range planning activities, including the development of fact sheets, briefings, and strategic communications materials for DHS leadership.
  • Track open action items, risks, and decisions across all CLIN areas; maintain the Requirements Traceability Matrix (RTM) on a bi-monthly basis.
  • Coordinate with DHS component agencies, facility managers, GSA counterparts, and other federal stakeholders to gather operational requirements and document transition milestones.
  • Analyze workforce projections, space utilization data, and mission requirements to support Master Plan and real estate strategy inputs.
  • Assist in the preparation of monthly progress reports, meeting agendas, and project status presentations.
  • Conduct research and benchmarking on best practices for federal campus O&M transitions and apply findings to ongoing planning efforts.
  • Support compliance reviews against applicable federal standards, DHS regulations, and GSA requirements.


Requirements

  • Bachelor's degree in Facilities Management, Public Administration, Business Administration, Engineering, or a closely related field.
  • Minimum of 7 years of experience in operations and maintenance program support, facilities management, or federal government program analysis.
  • Demonstrated experience analyzing and documenting O&M processes for large-scale federal facilities or campus environments.
  • Strong analytical and written communication skills; experience preparing briefings, reports, and presentations for senior government leadership.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
  • Ability to obtain and maintain required a security clearance.

Preferred Requirements
  • Certified Facility Manager (CFM) or Facilities Management Professional (FMP) designation from IFMA or BOMA.
  • Experience with DHS, GSA, or other federal agencies in a facilities or campus management context.
  • Familiarity with Computerized Maintenance Management Systems (CMMS) or Integrated Workplace Management Systems (IWMS).
  • Project Management Professional (PMP) certification.
  • Knowledge of federal energy and sustainability requirements including EO 14057 (Catalyzing Clean Energy Industries).
