Leidos has an opening for a M365 Tenant Migration Subject Matter Expert (SME) Project Manager to support the ESA V program.  ESA V is an IT Services program supporting several customers within the Department of Justice and the rest of the US Federal Government. The program provides a range of IT services, including help desk, deskside support, Windows engineering and maintenance, managed print services, ITSM, Account Management Services, Cybersecurity, Cloud technologies and other IT services.

The SME Project Manager is responsible for leading and overseeing the end-to-end migration of Microsoft 365 services from a Commercial tenant to a GCC Moderate tenant. This role provides strategic planning, governance, stakeholder management, risk management, and execution oversight to ensure a secure, compliant, and minimally disruptive migration of users, workloads, data, applications, and integrated services. The Senior Project Manager serves as the primary interface between government stakeholders, contractor teams, Microsoft representatives, cybersecurity personnel, and third-party vendors.

The individual selected for this position will manage the project team and the primary work location will be Washington, DC with work performed remote. This individual will work with client stakeholders to migrate the existing tenant. The successful candidate will have extensive experience performing tenant migrations with hands-on experience with all areas of Microsoft 365. The candidate must also have practical experience government security standards, and workstation security hardening.

You will work closely with the customer executive leaders, program manager, and the ESA V Cloud Support team on the following key tasks:

Primary Duties:

  • Serve as the Project Manager and primary customer interface for the planning, coordination, execution, and successful completion of a Microsoft 365 Commercial to GCC Moderate tenant migration.

  • Develop and maintain project management artifacts including project plans, schedules, milestones, resource plans, risk registers, issue logs, decision logs, and executive status reports.

  • Lead cross-functional teams consisting of cloud engineers, M365 administrators, cybersecurity personnel, service desk staff, application owners, and customer stakeholders throughout all phases of the migration lifecycle.

  • Plan and oversee migration activities for Microsoft Entra ID, Exchange Online, Microsoft Teams, SharePoint Online, OneDrive for Business, Intune, Windows Autopilot, Microsoft Defender, and other Microsoft 365 services.

  • Coordinate migration readiness assessments, technical discovery, dependency analysis, pilot deployments, migration waves, production cutover activities, and post-migration stabilization efforts.

  • Ensure migration activities are executed in accordance with federal security requirements, agency policies, and industry best practices, including workstation hardening, identity management, endpoint security, and compliance controls.

  • Coordinate testing activities including functionality validation, user acceptance testing (UAT), application integration testing, security validation, and production readiness reviews.

  • Identify, track, and mitigate project risks, issues, dependencies, and schedule impacts while providing timely updates to customer leadership and program management.

  • Develop and execute communication strategies to support executive stakeholders, technical teams, and end users throughout the migration process.

  • Present project status, technical recommendations, risks, and migration readiness assessments to executive leadership and government stakeholders.

  • Manage organizational change management activities, including stakeholder engagement, user communications, training coordination, and adoption planning.

  • Ensure successful migration of user accounts, mailboxes, collaboration platforms, endpoint management configurations, security policies, compliance settings, and integrated applications.

  • Coordinate with Microsoft, third-party vendors, and migration tool providers as required to support migration planning and execution.

  • Develop and maintain operational documentation, knowledge articles, support procedures, and transition materials to ensure successful handoff to steady-state operations and support teams.

  • Support continuous service improvement efforts by documenting lessons learned, identifying process improvements, and implementing best practices for future cloud migration initiatives.

Required Qualifications:

  • Bachelor’s degree in Computer Science, Systems Engineering OR in a related field with 8+ prior relevant experience OR a Master’s degree with 6+ years of prior relevant experience.  Generally has 4+ years of experience supervising or leading teams and project.  Additional years of experience and/or relevant certifications will be considered and/or accepted in lieu of degree.

  • 4+ years supervising or leading project teams related to M365 tenant migrations. Extensive experience with all facets of the migration including project planning, requirement definition, scheduling, communications, testing, and cutover activities.

  • Ability to work well with people from many different disciplines with varying degrees of technical experience.

  • Ability to express complex technical concepts effectively, both verbally and in writing, especially to Executive level leadership.

  • Ability to work with a large diverse team supporting multiple customers in a shared team environment.

  • Extensive experience supporting all facets of Microsoft 365 and related Microsoft systems.

  • Provide support on a M-F business hours schedule in the eastern time zone.

  • Excellent communication skills are required to effectively interface with executive level to individual contributors.

  • Ability to lead support issues to a successful conclusion while updating management and senior leadership.

  • Ability to obtain and maintain a Public Trust clearance.

  • Candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer’s information.

  • Must be a U.S. Citizen.

  • Ability to obtain and maintain a Public Trust security clearance.

Preferred Qualifications:

  • 5 years of experience with workstation systems management systems administration support.

  • 5 years supporting Microsoft M365.

  • 8 years of experience in a program / project management role.

  • Government contracting experience.

  • DOJ or DOD Clearance.

  • ITSM knowledge and experience, particularly with ServiceNow.

  • Ability to create and speak to Microsoft PowerPoint presentations.
