What is the Opportunity?Reporting to the Director, Aecon University, the
Learning Partner, Civil serves as the primary learning and capability partner supporting the implementation, adoption, and sustainment of the Civil Integrated Management System (CIMS) across Aecon Civil.
Working closely with the Integrated Operational Controls (IOC) team, operational leaders, project teams, and subject matter experts, this role translates CIMS requirements into practical learning solutions that support consistent project execution and operational excellence. The incumbent is responsible for developing and maintaining the CIMS learning program, coordinating training delivery, managing role-based learning pathways, and continuously improving learning solutions based on business needs and learner feedback.
This role combines business partnership, learning design, stakeholder engagement, and program management to help ensure Civil employees have the knowledge, tools, and support required to successfully adopt and sustain CIMS practices throughout the project lifecycle.
What You'll Do Here:- Collaborate with IOC leaders, project teams, operational and functional leaders, as well as subject matter experts to identify capability gaps and learning priorities, including participating in planning discussions related to CIMS rollout, sustainment, and continuous improvement initiatives.
- Translate business requirements, process changes, and operational challenges into scalable learning and performance support solutions.
- Establish and maintain strong partnerships with SMEs, module owners, process owners, and business leaders.
- Coordinate content reviews, updates, approvals, and stakeholder feedback.
- Facilitate working sessions to gather requirements, validate content, and ensure learning solutions accurately reflect business expectations.
Learning Design & Content Development/Management- Build and manage role-based learning pathways that support onboarding, role readiness, and ongoing competency development.
- Design and develop learning resources that support adoption, implementation, and sustainment of CIMS requirements.
- Create and maintain course outlines, facilitator guides, participant materials, assessments, job aids, reference tools, and supporting resources.
- Partner with subject matter experts to translate technical processes, SOPs, frameworks, and operational requirements into learner-friendly content.
- Ensure learning materials are practical, engaging, and aligned with adult learning principles.
- Evaluate learning priorities and recommend curriculum enhancements to support business needs.
Training Delivery & Coordination- Coordinate training schedules, priorities, resources, and logistics with operational leaders and project teams.
- Support subject matter experts and designated facilitators in the effective delivery of instructor-led and virtual learning solutions through train-the-trainer activities, coaching, facilitation guidance, and learning delivery support.
- Track participation, completion, learner feedback, and maintain related training records and documentation.
- Monitor training effectiveness and identify opportunities to improve delivery approaches and learner outcomes.
Adoption, Assessment & Continuous Improvement- Partner with IOC leaders and SMEs to evaluate assessment outcomes, implementation challenges and emerging capability needs.
- Analyze assessment findings, learner feedback and stakeholder insights to identify capability gaps and improvement opportunities.
- Recommend and implement enhancements to learning materials, learning pathways and performance support resources based on assessment outcomes and business feedback.
What You Bring to the Team:- Post-secondary education in Adult Education, Learning & Development, Human Resources, Organizational Development, Business Administration, Communications, or a related discipline.
- Relevant professional certifications in learning, instructional design, project management, change management, or organizational development are considered an asset.
- 5-7 years of progressive experience in Learning & Development, Organizational Development, Capability Development, or Business Partner roles.
- Experience designing and implementing role-based learning programs in operational, technical, project-based, engineering, construction, infrastructure, or industrial environments.
- Demonstrated experience partnering with business leaders and subject matter experts to identify needs and deliver learning solutions.
- Experience managing multiple projects, competing priorities, and complex stakeholder relationships.
- Experience developing instructor-led and blended learning solutions.
- Proficiency with MS Office, Storyline Articulate, Mindsmith or other AI development tools
- Excellent analytical, problem-solving, and continuous improvement mindset.
- Strong consulting and relationship-management skills. Ability to influence stakeholders at multiple levels of the organization.
- Strong business acumen and ability to understand operational requirements.
- Comfortable working in evolving environments with high levels of ambiguity.

The expected salary range for this role is $85,000-$95,000 per year
Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may includecertifications, specialized training, and the complexity or scope of the role.
