Full Job Description
As the Leader, Civil, you will lead the planning, design, and delivery of major infrastructure components for the Green Line LRT - SE Project. This includes leading civil infrastructure delivery across earthworks, grading, drainage, utilities, roadways, traffic signals, streetlighting, utility relocations and servicing, business unit coordination, traffic and environmental requirements, and project interfaces.

Reporting to the Manager, Civil, you will provide leadership across the full lifecycle of civil infrastructure delivery, from planning and design through construction, commissioning, and handover. You will coordinate closely with the Delivery Partner, designers, contractors, internal City business units, and members of the public. This role includes significant financial accountability for major construction work packages and requires proactive coordination to minimize disruption, manage risk, and maintain alignment with project objectives. Primary duties include:
  • Lead the delivery of earthworks, drainage, utilities, and supporting civil infrastructure through planning, construction, commissioning, and handover.
  • Plan, organize, and oversee construction activities to ensure project objectives, quality standards, safety requirements, budgets, and schedules are met.
  • Administer multiple construction contracts concurrently, including procurement, tendering, contract administration, safety, quality, and interface management.
  • Monitor budgets, schedules, risks, issues, performance indicators, and estimates at completion, and develop mitigation strategies to address cost, schedule, technical, and interface risks.
  • Lead, mentor, and support team members, fostering a collaborative, safety-focused, accountable, and high-performance culture.
  • Coordinate interfaces and communications among civil works, project disciplines, contractors, utility companies, railways, authorities having jurisdiction, City business units, and external partners.
  • Coordinate Green Line support functions, including Construction, Technical, Operations, Legal, and Public Affairs, to support integrated project delivery.
  • Provide engineering and technical oversight for design reviews, technical specifications, construction methodologies, construction submittals, and compliance with City of Calgary standards, APEGA requirements, applicable codes, safety procedures, project controls, and environmental requirements.
  • Oversee daily construction activities, track non-conformance reports, and support timely resolution of construction quality and compliance issues.
  • Evaluate proposed changes by analyzing options, risks, impacts, and mitigation measures, and provide recommendations to support effective decision-making.
  • Provide subject matter expertise in constructability and value management reviews for projects and act as a construction expert in claims scenarios.
  • Prepare and maintain progress reports, dashboards, action logs, briefing documents, memos, and presentations for senior leadership, including updates on cost, schedule, risks, issues, and commitments.


Qualifications

  • A degree in Civil Engineering or a related field.
  • At least (8) years of experience managing Light Rail Transit (LRT) or heavy infrastructure construction projects.
  • At least five (5) years of relevant professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work.   • Experience in risk management and quality control, and a good understanding of project management processes and methodologies.
  • Strong understanding of contract administration, interface management, infrastructure integration, partner management, and collaborative issue resolution in complex project environments.
  • Ability to work in a fast-paced environment with competing priorities, using a reasonable and balanced problem-solving approach.
  • Strong communication and decision-making skills, with the ability to work independently and under pressure to meet tight deadlines.
