Primary focus: Scientific and operational software supporting NOAA Marine Operations

Position Overview:

We are seeking a senior Software Development Lead to guide the design, development, integration, testing, deployment, and support of mission-critical applications used by NOAA Marine Operations. This role leads technical delivery across Windows, web, application, and database environments and works closely with Government stakeholders, developers, cybersecurity teams, system administrators, and operational users.

The ideal candidate combines hands-on software engineering expertise with strong architecture, Agile delivery, testing, and team-leadership skills. Experience supporting marine, scientific, shipboard, or other operational environments is highly valued.

Responsibilities
• Lead software projects through requirements, architecture, design, development, integration, testing, deployment, and sustainment.
• Translate mission and end-user needs into secure, maintainable technical solutions and traceable delivery requirements.
• Direct development of scientific and operational applications, websites, dashboards, databases, interfaces, and custom Government solutions.
• Provide technical leadership for C#/.NET, JavaScript, SQL/database, Windows, and web-based solutions.
• Develop project, implementation, test, and release plans; identify technical risks, dependencies, and resource needs.
• Lead architecture reviews, design reviews, code walkthroughs, test reviews, and release-readiness decisions.
• Establish and enforce source-control, peer-review, testing, configuration-management, change-control, and secure-release practices.
• Coordinate unit, system, functional, interface, regression, performance, integration, interoperability, stress, security, and Section 508 testing as applicable.
• Lead Tier 1-3 troubleshooting for custom-developed software, including root-cause analysis, defect resolution, and production fixes.
• Maintain system, user, administrator, configuration, deployment, and support documentation.
• Mentor developers and coordinate delivery with cybersecurity, infrastructure, network, service desk, and mission-operations teams.
• Support transition and knowledge-transfer activities while maintaining continuity of Marine Operations software services.

Required Qualifications:
• Senior software-development and technical-leadership experience supporting complex operational, scientific, or mission-critical applications.
• Demonstrated experience leading end-to-end software development lifecycle delivery.
• Strong software-architecture, system-integration, application-testing, and technical-review experience.
• Hands-on development experience with C#/.NET and JavaScript technologies.
• Experience designing, developing, integrating, or supporting relational databases using SQL and platforms such as SQL Server, MySQL, or Oracle.
• Experience leading Agile delivery and applying disciplined engineering practices, including source control, code review, configuration/change management, release management, testing, and defect management.
• Ability to translate operational requirements into secure, reliable, and supportable technical solutions.
• Strong written and verbal communication skills with the ability to lead technical teams and collaborate with Government and nontechnical stakeholders.
• Ability to satisfy applicable NOAA security-screening and access requirements.

Preferred Qualifications:
• Experience supporting marine operations, oceanographic research, shipboard systems, scientific-computing platforms, or distributed operational environments.
• Experience supporting high-latency, low-bandwidth, or intermittently connected operations.
• Experience with Visual Studio 2022+, ASP.NET/.NET Core, C#, JavaScript/AngularJS, WPF/XAML, IIS, Java/J2EE, SQL/T-SQL/PL-SQL, and database technologies.
• Familiarity with Federal, DOC, NOAA, or comparable Government cybersecurity, change-control, records, and Section 508 requirements.
• CSM, PSM I, or comparable Agile certification; relevant Microsoft, cloud, secure-development, or database certification.
• Bachelor's degree in computer science, software engineering, information systems, engineering, or a related field.
