Full Job Description
Job Summary:
We are seeking a Lead Software Architect to support the Child Support Services Applications team. The role requires a strong understanding of functional requirements, application architecture, systems engineering, and the software development lifecycle. The Lead Software Architect will provide technical leadership to business analysts, testers, subject matter experts, developers, and stakeholders while ensuring key applications integrate effectively and meet project objectives.

Key Responsibilities:
• Report to the Project Manager and provide regular written and verbal updates on assigned responsibilities.
• Develop and maintain a thorough understanding of the technical and functional requirements for the Palmetto Automated Child Support System (PACSS), State Directory of New Hires (SDNH), and Child Support Client Portal.
• Collaborate with the System Development Contractor (SDC) to plan and resource project activities related to requirements validation, design, and system testing.
• Oversee the work performed by SDC and State development staff throughout the software development lifecycle (SDLC).
• Establish and maintain effective working relationships with SDC staff and address project concerns.
• Review SDC deliverables to ensure compliance with project plans, processes, and contractual requirements.
• Oversee requirements management and maintain traceability through a Requirements Traceability Matrix.
• Work with the Child Support Services Division to understand program issues affecting applications.
• Lead the development of user stories and use cases by analyzing requirements and creating workflow diagrams and technical specifications.
• Prepare technical reports by collecting, analyzing, and summarizing project information and trends.
• Assist with the design and review of test cases and process change requests.
• Support project scope management and ensure technical and functional requirements remain aligned with project objectives.
• Provide technical leadership and guidance to business analysts, testers, subject matter experts, developers, and other project stakeholders.
• Ensure application integration, system functionality, and project deliverables align with established requirements and standards.

Required Qualifications:
• 5+ years of experience working with the Palmetto Automated Child Support System (PACSS) application.
• Experience working with child support systems.
• Experience with federal child support regulations, including Title IV-D.
• Experience working with developers and end users to define and validate functional requirements.
• Experience with New Hire applications.
• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
• Demonstrated leadership ability and experience coordinating cross-functional technical teams.
• Strong understanding of systems engineering concepts, modeling techniques, and methodologies.
• Strong initiative and ability to work independently with minimal guidance.
• Strong written and verbal communication skills with the ability to communicate effectively with technical and non-technical stakeholders.

Preferred Qualifications:
• Experience with SharePoint.
• Experience with Team Foundation Server (TFS).
• Experience with SQL Server.
• Experience with Microsoft Visio.
