Job Description Summary
As a Project Closeout Manager for the North American Grid Systems Integration (GSI) business, you are responsible for implementing and maintaining our operational closeout (COT) and warranty processes and tools, monitoring all warranty obligations for the GSI NAM portfolio (AC solutions, FACTS, HVDC technologies, and related services), and managing all closeout activities for major projects. Given the strong growth of the business, this role is essential to ensure the organization is prepared to ensure a safe and seamless execution transfer from the construction phase to post-commissioning obligations (COT, warranty, and long-term service agreements).

Responsabilités principales

Processus et outils
  • Assurer la mise en œuvre et le maintien des méthodes et lignes directrices du manuel de clôture de projet (COT) et de garantie, conformément aux directives du PMO de GSI.
  • Recommander de façon proactive des améliorations aux processus et aux outils auprès des responsables régionaux de la gestion de projets, des risques, du PMO et du contrôle de projets.
  • Adapter les processus et outils aux réalités d’affaires lorsque nécessaire.
  • Offrir et/ou coordonner la formation et le soutien requis.

Gouvernance des projets de clôture et de garantie
  • Veiller à l’application globale du cycle de gouvernance des projets de clôture et de garantie.
  • Assurer un suivi rigoureux de l’ensemble des obligations de clôture et de garantie dans la région, notamment en ce qui a trait aux enjeux opérationnels, aux questions de qualité ou de conception, ainsi qu’aux leçons apprises.
  • Suivre la performance opérationnelle et financière des projets de clôture et de garantie, et partager les retours d’expérience avec l’équipe ITO.

Responsabilités opérationnelles
  • Être responsable du budget et de la planification des projets de clôture transférés à l’équipe COT.
  • Assurer la gestion du budget global de garantie pour la région.
  • Veiller à la fermeture complète et conforme des projets, incluant la fin des engagements contractuels (cautions, garanties, listes de déficiences, etc.), la fermeture financière dans l’ERP et la liste finale des éléments en suspens.

Planification de la charge de travail – garantie
  • Élaborer la stratégie régionale de planification des effectifs en mise en service en fonction de la charge de travail prévue.
  • Participer à l’évaluation de la charge de travail projetée à partir du carnet de commandes actuel et des prévisions de commandes, sur une base trimestrielle.

Santé, sécurité et environnement (SSE)
  • Promouvoir activement les comportements sécuritaires et le respect des règles en matière de SSE.
  • Assurer l’exécution et le suivi des exigences de sécurité à chaque étape des activités de clôture et de garantie.
  • Soutenir la mise en œuvre des procédures SSE, particulièrement en matière de sécurité électrique, de cadenassage (LOTO) et de travail en hauteur, en collaboration avec le responsable régional SSE de GSI.

Amélioration continue et qualité
  • Soutenir la mise en œuvre des procédures qualité, des instructions de travail et des processus en collaboration avec le responsable régional de la qualité de GSI.
  • Appuyer les gestionnaires de projets, le responsable de la clôture et des services, ainsi que l’équipe qualité dans la réalisation d’analyses de causes fondamentales (RCA) lors d’incidents majeurs ou de problèmes de qualité.
  • Veiller à la collecte des renseignements clés sur les projets de mise en service afin d’alimenter les leçons apprises pour les projets futurs.
  • Initier et participer à des actions d’amélioration des processus, des outils et de la documentation.
  • Favoriser une culture LEAN et le déploiement d’approches de travail standardisées.

Profil recherché

Exigences
  • Diplôme en génie électrique, en gestion des opérations ou dans un domaine connexe en ingénierie.
  • Minimum de 10 ans d’expérience en gestion de projets dans le secteur de l’énergie.
  • Bilinguisme français-anglais.
  • Disponibilité pour voyager jusqu’à 15 % du temps, y compris à l’international, conformément aux directives de voyage de GE.

Essential Responsibilities:
Process & Tools
  • Lead the Implementation & maintenance of Close-out (COT) and Warranty Handbook methods & guidelines following GSI PMO guidelines.
  • Proactively proposes improvements to these processes & tools to the Regional Project Management and Risk & PMO and Project Control function leader. 
  • Tailor them to business specifics when required. 
  • Provide or/and organize trainings / assistance as required. 

Close-out and Warranty projects governance
  • Ensure overall application of project close-out and warranty governance cycle. 
  • Maintain a strong monitoring of the overall close-out and warranty obligations in the Region (project operational issues, Quality/Design issues, Lessons Learned) 
  • Monitor operational and financial performance of close-out and warranty projects and provide the Return of Experience to the ITO team.

Operational responsibilities
  • Responsible for the budget and planning of the close-out projects transferred to the COT team.
  • Responsible for the overall warranty budget of the region
  • Responsible for the proper closing of the projects (contractual commitments ending (Bonds, Warranty, punch list…), ERP financial close, final list of LLS

Warranty workload
  • Develop the Regional commissioning staffing plan strategy based on the projected workload
  • Participate to the estimation of the projected workload based on the existing backlog and orders forecast on a quarterly basis.

EHS
  • Strong promoter of EHS behaviors and rules.
  • Perform & Monitor Safety at every stage of Close-out and Warranty activities.
  • Support the implementation of EHS Procedures (strong focus on Electrical safety, LOTO and work at height), work instructions and Processes in coordination with GSI Regional EHS Leader.

LEAN and Quality
  • Support the implementation of other Quality Procedures, work instructions and Processes in coordination with GSI Regional Quality Leader
  • Support PMs, Close-out and Services leader and quality to perform RCA for major incidents or quality issues
  • Ensures collection of key information on commissioning projects for preparation of lesson learned 'LL” for use on future projects.
  • Initiate & participate to improvement actions on processes, tools, and documents
  • Promote LEAN culture and deployment of Standard Work approach

Requirements:
  • Electrical Engineering or Operations degree or equivalent in Engineering
  • Minimum 10 years of experience on Project Management in the Power Industry
  • Bilingual French & English
  • Able and willing to travel 15% including international and comply with GE travel guidelines
