The primary purpose of this position is to serve as a Complex Process Manager per AFI 38-401 for a team of process analysts to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying process improvement methodologies to eliminate inefficiencies and improve productivity within the Complex. Performs technical and administrative team lead duties over primarily employees on a regular and recurring basis for 25% or more of the time over subordinate positions predominantly classifiable in the General Administration, Clerical, and Office Services Group at the journey level or higher by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments. Articulates and communicates to the team and individuals, assignments, projects, problems to be solved, actionable events, milestones, program issues under review and/or time frames for completion of assigned work based on supervisor's instructions. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development. Serves as project lead/manager, regularly leading a variety of project team(s) across organizational lines and conducting organizational program and process related studies and analysis of serviced organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Represents the organization with a variety of installation and functional area organizations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Ability to lead a team and/or individual members of a team ensuring the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's work products and services; to advise/guide personnel and achieve AFI 38-401 and AoP core concepts.

- Skill in planning and conducting comprehensive process improvement activities to affect the changes necessary to improve the process improvement sustainability of the organization.

- Knowledge of a wide range of qualitative and quantitative methods used in conducting studies of major project areas that require application of AFI 38-401 and AoP principles; and of maintenance/production/industrial management policies, principles and practices.

- Knowledge of program goals and objectives, sequence and timing of operational events and milestones.

- Ability to communicate effectively, both orally and in writing and to build rapport with others and to articulate and communicate intricate process

improvement concepts and theories as they pertain to the Complex's process improvement vision to all levels across the Complex.

- Skill in preparing project papers and staff reports; in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes.

- Skill in quantifying costs/savings derived from successful process improvement activities and managing projects and the scope of which may affect the entire Complex.The work requires the incumbent to obtain and maintain the appropriate security clearance.

Knowledge, Skills, and Abilities (KSA):

1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

3. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

4. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
