Lead NCR/CAR (Nonconformance Report/Corrective Action Report) -The Lead NCR/CAR will support a multi-year construction project involving significant civil, mechanical, and electrical construction, including grading, storm drainage, demolition, earthwork, ductbanks, firewater, service water, process piping, electrical systems, and associated site infrastructure.
Duties:- Lead administration and coordination of the project's Nonconformance Report (NCR) and Corrective Action Report (CAR) processes.
- Ensure NCRs, CARs, Conditions Adverse to Quality (CAQs), and Significant Conditions Adverse to Quality (SCAQs) are documented, processed, tracked, and closed in accordance with the project QMS, applicable ASME NQA-1 requirements, DOE Order 414.1D, and project procedures.
- Review quality issues for completeness, proper classification, required approvals, and appropriate disposition or corrective action.
- Coordinate NCR technical evaluations and dispositions with Quality, Engineering, Construction, Procurement, suppliers, subcontractors, and other responsible organizations.
- Track NCRs, CARs, corrective actions, commitments, and due dates through closure.
- Monitor aging items and escalate overdue or significant quality issues to Quality management.
- Support evaluation and documentation of CAQs and SCAQs in accordance with project procedures.
- Coordinate root cause analyses, apparent cause evaluations, corrective action development, and effectiveness reviews as required.
- Review completed corrective actions and objective evidence to verify requirements have been satisfied prior to closure.
- Analyze NCR/CAR data for recurring issues, adverse trends, and opportunities for corrective or preventive action.
- Develop and maintain NCR/CAR status reports, metrics, aging reports, and trend information for Quality management and management reviews.
- Support audits, surveillances, and assessments by providing NCR/CAR records, status information, and objective evidence.
- Provide guidance to project personnel regarding NCR/CAR processes, documentation requirements, and workflow.
- Ensure NCR/CAR records are complete, accurate, traceable, and auditable.
Skills/Experience: - Minimum 5 years of quality, engineering, construction, corrective action, or related experience supporting industrial, DOE, nuclear, or other highly regulated projects.
- Experience with nonconformance and/or corrective action programs.
- Working knowledge of ASME NQA-1 requirements and DOE Order 414.1D.
- Experience coordinating technical reviews, dispositions, corrective actions, and closure documentation.
- Knowledge of CAQ/SCAQ processes, quality records, and auditable documentation requirements.
- Ability to interpret procedures, specifications, technical requirements, and quality documentation.
Preferred Qualifications:- Experience administering NCR/CAR programs on DOE or nuclear projects.
- Experience with root cause analysis, apparent cause evaluation, corrective action development, and effectiveness reviews.
- Experience developing quality metrics, aging reports, and trend analyses.
- NQA-1 Auditor/Lead Auditor or other applicable quality certification.
- Bachelor's degree in Engineering, Construction Management, Quality, Engineering Technology, or a related technical field.
- Previous Savannah River Site or other DOE site experience.
