This position is located at the National Nuclear Security Administration (NNSA), the Department of Energy's Headquarters in Washington, DC, Office of Defense Nuclear Nonproliferation (DNN). This recruitment is for 1 position in the Office of Nuclear Export Controls.

As a Lead General Engineer or Physical Scientist you will:

• Serve as a Lead General Engineer/Physical Scientist supporting leadership, such as the Office Director and Deputy Director, in providing strategic direction and oversight of the Office's export control licensing, compliance, interdiction, and regime support activities to advance its national security and nonproliferation mission.
• Provide highly developed analytical and technical leadership to implement NNSA's statutory and policy responsibilities in the areas of export license reviews primarily for weapons of mass destruction (WMD)-related dual-use goods; WMD-related interdiction; support for U.S. sanctions activities under respective statutory authorities and executive actions; and support to U.S. Government delegations to multilateral export control regimes.
• Represent the Program Office to internal, USG interagency, and foreign and domestic counterparts, and conducts briefings for senior DOE/NNSA leadership and other interagency stakeholders on a wide range of nonproliferation topics.
• Support leadership, such as the Office Director and Deputy Director, in leading the internal management and execution of the program, including development and oversight of the execution of annual budgets, development and oversight of the execution of program and project plans, development and oversight of program progress and metrics, and building and maintaining strong relationships with the laboratories and contractors supporting the program.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN/NN-03 or GS-13. Specialized experience for this position is defined as: experience applying technical analysis and export control laws, regulations, policies, and procedures to advance USG nonproliferation objectives; representing DOE/NNSA at senior levels with the U.S interagency and with foreign counterparts to strengthen export controls; and managing technical teams to provide cogent technical analysis to inform senior level decision-making. This experience must include providing professional, analytical, and technical assessments to senior management and providing oversight of multidisciplinary teams.

Examples of Qualified Experience that May Be Qualifying:

• Export Control & Nonproliferation Technical Analysis: Conducting, reviewing, and applying technical analyses under relevant U.S. export control frameworks, regulatory statutes, and nonproliferation policies to identify proliferation vulnerabilities, evaluate license applications or transfers of sensitive technology, and support U.S. nonproliferation goals.
• Interagency & International Engagement: Serving as an authoritative technical representative in interagency forums (e.g., with State, Commerce, Defense) and during bilateral or multilateral negotiations with foreign counterparts to align policies, and strengthen global export control standards

Education

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series. Transcripts or other proof of required education MUST be included in your application package.

801 Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure,2. Written Test, 3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

1301 Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORCombination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
