The Work
The Lead Enterprise Architect is a senior-level technical leader responsible for defining and governing the longterm vision, strategy, and architecture of a largescale ERP program (e.g., CAPPS) and its associated platforms. This role provides highly advanced consultative services and technical assistance, ensuring that systems, data, and platforms align with State of Texas business objectives, technical realities, and industry best practices.
The Lead Enterprise Architect partners closely with managed services providers, product leadership, security teams, and business stakeholders to translate strategic business objectives into actionable technical roadmaps. The role provides architectural leadership for digital transformation, modernization, and cloud initiatives; ensures adherence to security and accessibility standards; and supports contract management, procurement, and audit activities.

Responsibilities
- Perform highly advanced (senior-level) consultative services and technical assistance work in support of the ERP program.
- Define and evolve the product92s longterm strategy, ensuring alignment with State of Texas goals, enterprise objectives, and technical realities.
- Translate high-level business objectives into clear, actionable technical product roadmaps; prioritize features based on customer value, technical feasibility, risk, and team capacity.
- Serve as the bridging voice between business needs and technical execution, ensuring shared understanding of priorities and tradeoffs.
- Communicate product and architectural decisions, options, and rationale clearly and consistently across technical and nontechnical teams.
- Ensure that the long-term roadmap for systems, data, and platforms supports organizational business goals and the application service provider role for the ERP program.
- Develop, publish, and enforce guidelines for solution design, integration patterns, security, cloud usage, and technical best practices.
- Review proposed solutions to ensure they fit the enterprise ecosystem, leverage existing capabilities, and avoid duplication or unnecessary complexity.
- Provide architectural leadership for digital transformation, cloud migrations, modernization, and other largescale initiatives as directed by program leadership.
- Work closely with managed services vendors to shape architecture, evaluate technical tradeoffs, and ensure highquality implementation.
- Understand system design, APIs, data flows, integrations, and platform constraints to make informed, pragmatic decisions.
- Identify technical risks, dependencies, scalability concerns, and legacy system constraints early; recommend mitigation strategies and track their implementation.
- Maintain standards for security, performance, compliance, and architecture; ensure technical risks are identified, communicated, and managed responsibly.
- Collaborate with security and IAM teams to ensure architectures meet security, privacy, and control requirements.
- Serve as a subject matter expert associated with user role segregation of duties (SoD) in multitenant ERP applications.
- Serve as a subject matter expert and perform Delegated Administration Level 3 functions for identity platforms such as Texas Digital Identity Services (TDIS).
- Serve as subject matter expert to implement, support, and maintain products such as PathLock, including User Access Review (UAR), Single Sign-On (SSO), Data Masking, and A360.
- Ensure that all digital products and content associated with the ERP program meet WCAG 2.1 accessibility standards.
- Maintain perceivable, operable, understandable, and robust user experiences across portals, interfaces, and content.
- Regularly review user interfaces, workflows, and content for accessibility compliance, and coordinate timely remediation of identified issues.
- Assist with contract management oversight responsibilities associated with the ERP program.
- Assist and participate in annual IT control audits related to central ERP applications, including providing architectural and technical evidence, and supporting remediation planning.
- Ensure contract data security, user permissions, audit trails, and compliance with organizational and regulatory standards.
- Perform technical reviews of contract templates, metadata structures, workflows, and automation rules to ensure accuracy, usability, and alignment with enterprise architecture.
- Work closely with fiscal and contract management stakeholders to identify process gaps, optimize contract-related workflows, and align technical solutions to business needs.
- Oversee and/or assist with technical oversight related to SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding standards, security standards, compare reports, application change management review, and batch scheduling review.
- Maintain documentation related to architecture, configuration, integrations, and change management.
- Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance.
- Review and recommend approval for assigned technical deliverables related to Architecture, System Development Lifecycle (SDLC), Disaster Recovery, Security Plans (SSP), and other technology plans for current and future ERP applications.
- Plan and coordinate various technical upgrades (e.g., PeopleSoft images, PeopleSoft Fluid, PeopleTools, and other software publisher upgrades), ensuring architectural integrity and minimal business disruption.
- Participate as a technical advisor during the procurement cycle for products or services associated with the ERP program, including:
- Researching products and services and assessing architectural fit.
- Participating in planning activities and solution shaping.
- Drafting and reviewing technical requirements and other solicitation documents.
- Providing technical input for evaluation guidelines and scoring of specifications.
- Serving as a technical advisor during evaluation and negotiation phases with vendors and service providers.

- 10 yearsExperience preparing materials for and conducting executive-level presentations (e.g., CIO, executive steering committees, boards).

- 10 yearsExperience interpreting contractual language and integrating it into daily technical and operational workflows, including holding vendors accountable to contractual requirements.
- 10 yearsExtensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
- 10 yearsExperience in IT security and control practices, including the design and review of technical controls within complex enterprise architectures.
- 10 yearsTechnical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS/Query, SQR, Application Engine, and Oracle 11 or higher.
- 10 yearsExperience with centralized production and deployment technical support activities for ERP solutions supporting more than 100 agencies/entities and multiple hub instances.
