Serve as the Lead Approving Official (AO) and senior compliance authority for the organization's Government Purchase Card (GPC) program. In this high-responsibility role, you will lead expedited commercial procurement operations, manage material purchases from the Defense Logistics Agency (DLA) utilizing Defense Industrial Financial Management System (DIFMS), and act as the primary line of defense against Fraud, Waste, and Abuse (FWA) to safeguard taxpayer dollars.

What you will accomplish:

- Rapid Procurement Authority: Oversee the specialized branch that bypasses slow contracting vehicles to acquire mission-essential commercial supplies and services directly from vendors.

- Executive Compliance Leadership: Champion fiscal integrity and audit readiness, serving as the principal advisor to command leadership on GPC program health and statutory compliance.

Direct Material Support: Directly enable defense readiness by overseeing critical parts and material acquisitions from the DLA using advanced financial management systems.

Key Responsibilities:

- GPC Program Oversight: Provide direct leadership, mentorship, training, and technical guidance to a portfolio of subordinate GPC Cardholders.

- Financial & Legal Certification: Review and legally certify Managing Account (MA) statements for payment, ensuring absolute alignment with Federal Acquisition Regulations (FAR) and Air Force GPC instructions (DAFI 64-117).

- Fraud Prevention & Auditing: Serve as the first line of defense against Fraud, Waste, and Abuse (FWA) by maintaining strict purchase logs, verifying documentation, and enforcing decentralized micro-purchase limits.

- DLA/DIFMS Integration: Manage and track high-priority material purchases made from the Defense Logistics Agency through the Defense Integrated Financial Management System (DIFMS).

QUALIFICATIONS:

- U.S. Citizenship

- Obtain & maintain a Secret security clearance

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- May occasionally be required to work other than normal duty hours

- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

2. Extensive knowledge and skill in applying program management objectives, analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based program management, logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

6. Skill in interpreting and applying complex, DoW, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.

8. Ability to utilize Art of the Possible (AoP) concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
