About the Role:

The Air Force Test Center (AFTC) is seeking a Full-Time Acquisition Program Manager (NH-1101-03) to work in the 96th Range Group, 96th Test Systems Squadron, Contracts Management Flight (96 TSSQ/RNXC) at Eglin Air Force Base, FL.
Selected candidate will serve as an Acquisition Program Manager with the 96th Test Systems Squadron Contracts Management Flight. The Contracts Management Flight oversees, administers, and ensures compliance of Department of the Air Force contracts throughout their life cycle, safeguarding mission readiness and fiscal integrity.
Location: Eglin AFB, FL
Typical 2026 salary range: $89,508 - $138,370 (includes locality)
If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Must have requirements or may not be considered:
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• Must be able to obtain/maintain appropriate security clearance.
• This position is designated as an acquisition position covered by the Acquisition Professional Development Program (APDP).
Desired Skills:
- Knowledge of DoW acquisition, life cycle management, risk management, quality assurance control, contractor surveillance, and cost/price analysis policies, procedures, and practices
- Ability to recognize and analyze problems, conduct research, interpret and apply rules, regulations, and procedures, and implement innovative strategies to resolve issues
- Ability to plan and execute complex, multi-faceted portfolios and/or projects within established cost and schedule constraints
Major Duties:
- Manages RDT&E contracts and multiple-award IDIQ task orders throughout their life cycle, from requirements definition and strategy development through post-award performance.
- Oversees the full life cycle of Test & Evaluation for Ranges, Armaments & Spectrum (TETRAS) task orders, including draft Statement of Work (SOW) development, fair opportunity competitions, and technical evaluations.
- Conducts contractor surveillance, monitors CDRL deliverables, and tracks task order burn rates, ceiling limitations, and option exercises across awarded vehicles.
- Evaluates task order execution against established cost, schedule, performance, and supportability baselines using standard acquisition methodologies.
- Analyzes programming documents and external impacts to ensure development, fielding, and sustainment efforts remain within approved budget thresholds.
- Prepares and delivers executive-level briefings, status reports, and program documentation to senior leadership and external mission partners.
- Develops actionable courses of action and risk mitigation strategies to resolve complex programmatic, technical, and contractual challenges.
- Integrates emerging DoW, USAF, and acquisition policy updates into daily operations to maintain compliance and optimize execution efficiency.
- Leads and coordinates multi-functional teams across contracting, engineering, financial management, test operations, and logistics disciplines.

- Must be able to obtain & maintain Secret Security Clearance
- DAWIA PM Practitioner Certification (Legacy PM Level II) or ability to achieve within given grace period.
- Will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
- Skill and ability to plan, organize, lead, and manage critical aspects of research and development for a variety of acquisition functions to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
- Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
- Ability to establish and maintain relationships in good standing with individuals and groups within program office and extended work unit.
