Responsibilities

Noblis ESI is seeking a Junior Collection Management (Intelligence) Specialist to provide intelligence collection management support to space operations mission functions in an integrated space operations center environment located in Fort Belvoir, VA.

The selected candidate will support collection management activities spanning requirements development, collection strategy, and mission partner coordination across NRO, USSPACECOM, USSF, and the broader Intelligence Community. Working under the guidance of senior intelligence professionals, this role will contribute to the development and execution of collection strategies to satisfy intelligence requirements in support of space and counterspace operations.

Responsibilities Include:
  • Support the development, submission, and tracking of intelligence collection requirements.
  • Assist in the development and maintenance of collection strategies and products to address intelligence gaps and priorities.
  • Monitor and assess collection management and systems performance to ensure satisfaction requirements and priorities, adjust requirements as necessary.
  • Contribute to the maintenance of collection databases, tracking tools, and reporting products.
  • Support briefings and presentations of collection management products to operations staff and senior personnel.
  • Collaborate with analysts and operators to identify and refine intelligence collection requirements.
  • Support the development and implementation of collection management TTPs.
  • Maintain awareness of current collection capabilities, limitations, and priorities across the IC enterprise.
  • Perform research and analysis on collection system capabilities and their applicability to space and counterspace intelligence requirements.
  • Support senior collection managers in the production of collection management products and assessments on status of intelligence gaps.

Required Qualifications

  • Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
  • US Citizenship is required.
  • Bachelor's degree and 2 years of relevant experience with demonstrated expertise OR Master's degree and 1 year of relevant experience with demonstrated expertise OR 4 years of relevant experience with demonstrated expertise if no bachelor's degree is held.
  • Demonstrated foundational experience in intelligence collection management.
  • Familiarity with IC collection management processes, tools, and methodologies.
  • Familiarity with IC agencies and DoW, including NASIC, MSIC, USSPACECOM, USSF and NSDC organizational structures and missions.
  • Basic understanding of counterspace operations and associated collection requirements.
  • Familiarity with all-source intelligence analysis methodologies and their relationship to intelligence and collection requirements.
  • Strong written and verbal communication skills with ability to convey collection management products clearly.
  • Ability to work collaboratively under supervision in a matrixed, multi-organization environment.

Desired Qualifications

  • Familiarity with USSPACECOM and USSF operational processes and collection requirements.
  • Basic understanding of orbital mechanics and satellite operations.
  • Familiarity with counterspace operations intelligence and associated collection strategies.
  • Knowledge of space situational awareness systems and collection capabilities.
  • Background in multi-INT collection management.
  • Experience with IC collection management tools and databases.
  • Familiarity with intelligence production processes and the relationship between collection and finished intelligence.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $75,000.00 - USD $117,225.00 /Yr.
