Full Job Description
ECS is seeking a Journeyman Technical Writerto work in our Washington, DC office.

As a Journeyman Technical Writer, you'll create technical materials, such as equipment manuals, appendices, or operating and maintenance instructions. You may also assist in layout work as needed.

The ideal candidate is an excellent writer, strong coordinator, and detail-oriented program support professional who can translate rough technical or program inputs into polished briefings, reports, documentation, meeting materials, and executive communications.

Key Responsibilities
  • Draft and maintain communications products such as executive briefings, newsletters, web content, fact sheets, orientation materials, award submissions, presentations, talking points, and stakeholder updates.
  • Develop, edit, and maintain program documentation including SOPs, CONOPS, project plans, status reports, meeting materials, process documents, policy inputs, and technical documentation.
  • Support executive-level task management, including tracking action items, official taskers, correspondence, deadlines, risks, and follow-up activities.
  • Coordinate meetings, agendas, minutes, briefings, travel-related materials, rosters, organizational charts, quad charts, and leadership support products.
  • Maintain content on approved information-sharing platforms such as SharePoint, Teams, websites, and internal communication channels.
  • Work with program leaders, technical SMEs, administrative staff, and external stakeholders to gather inputs and produce polished communications and documentation.

ECS will support the Defense Health Agency (DHA) to include DHA J-6, PEO Medical Systems / CIO, and Engineering, Solutions Architecture and IT Business Analytics (ESA-BAD) Division by delivering comprehensive program management and advanced analytics services to enhance decision-making across critical healthcare IT initiatives. This effort integrates tools such as SEMOSS, Python, R, and AI-driven analytics to develop enterprise dashboards, perform predictive analysis, and streamline reporting and planning activities. We are looking for someone with knowledge of the health sector who leverages data analysis and reporting tools to extract insights from healthcare data, supporting critical decision-making within the military and defense healthcare systems.

  • Bachelor's degree in English, Communications, or a technical or related field.
  • 3-7+ years of experience with producing technical documentation and diagrams for DHA and DoD IT systems, processes and procedures.
  • Statistical, analytical, and conceptual thinking skills.
  • Ability to quickly transition and reassess priorities to meet aggressive deadlines.
  • Proficiency in the suite of Microsoft Office products.
  • Fine attention to detail and strong organizational skills.
  • Audience analysis and the ability to simplify complex technical jargon.
  • Excellent communication capabilities.
