Job Summary:

This position is responsible for supporting the finance group manager in developing the work program. Will monitor the subprogram activities. Research guidelines for problem solving and accurate data for guidance. Perform reconciliation and research needed to balance the work program and subprograms. Develop and maintain reports for financial management and monitoring. Will develop and provide training to stakeholders. Will provide support and guidance to the Financial Analysts staff.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Monitor the subprogram to ensure balance. This includes coordination with internal partners. Perform reconciliation regularly.Monitor the 2 year work program to ensure it is balanced. This includes coordination with stakeholders, internal and external partners. Regularly monitor activities, amendments and other requests.

Advising management on accounting problems, on the effects of accounting changes, and on measures proposed to revise program plans or current practices or to improve financial management. Supporting external auditors in their work; coordinating and/or supporting internal audit functions.

Supervise and support finance staff. Assist in work program closeout and new work program setup. Coordinate meetings with stakeholders to support the delivery of the work program. Conduct surveys to find opportunities for process improvements.

Knowledge of:
  • Management and supervisory roles and responsibilities

  • Project management principles and practices to determine program direction, work plan, goals, monitor and evaluate accomplishments

Skill in:

  • Maintaining clear, consistent communication with stakeholders, team members, and clients regarding project updates, risks, and goals.
  • Business finance and budgeting skills
  • Data analysis of project performance metrics to make data-driven presentation
  • Working with leadership and management on development and evaluation of funding reporting , and performance measurement.
  • Analyze and interpret data, policies, state and federal regulations and contract language.
  • Strong problem solving skills including identifying, defining a problem, analysis and development of solutions
  • Development of report designs for data analysis tools
  • Google Sheet, Doc, presentation, MS Excel, Word, Powerpoint, Access, Business Objects or similar software tools

Pre-Employment Requirements:

Bachelor's Degree in Business, Finance, Accounting, or Administration OR 5 years in Management or supervisory role to replace

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
