Job Purpose / SummaryServe as a senior IO planner and subject matter expert supporting IO planning, synchronization, and execution across cyber, PSYOP, MILDEC, civil affairs, and influence operations.
Duties and Responsibilities- Conduct research, analysis, and planning to integrate information forces and effects into plans and operations.
- Coordinate with the interagency and intelligence community to develop plans, targets, and CONOPS; integrate command elements to ensure cyber expertise and deconflict/synchronize planning efforts.
- Participate in VTCs and long-range strategic planning with USSOCOM, DoD, interagency, and non-government participants, including COA development, analysis, vetting, and presentation.
- Draft and coordinate cyber operations, civil affairs, PSYOP, MILDEC, and cyber-enabled influence operations strategies, plans, CONOPS, OPORDs, OPLANs, FRAGOs, EXORDs, exercise directives, and related products.
- Apply joint doctrine (JOPP, APEX), operational art, and operational design; translate technical content and TTPs into high-level briefs, point papers, and talking papers.
- Create and maintain a database of best practices and lessons learned; maintain electronic mission-continuity resources.
Qualifications and Skills- Education and experience: MA/MS in Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis; JPME Level II or advanced military education (SAMS, JAWS, Service War College); at least 10 years of strategic and operational planning and analysis; at least 5 years of experience in one of the specialty areas (CENTCOM AOR, MISO, MILDEC, CWMD, ORSA, CYBER, AT/FP, SNA, Special Programs, or Interagency/Intelligence); OR an equivalent combination of at least 15 years of SOF operational experience and education.
- Senior-level IO/cyber/influence operations planning experience.
- May perform CONUS/OCONUS travel as required.
- This position is designated Key Personnel; a resume is required and government approval is needed prior to any substitution.
