The IT Transformation Program Manager is fully on site and provides enterprise-level leadership, oversight, and execution support for the government CIO’s technology transformation and AI initiatives. This position manages complex modernization efforts, oversees capability assessments, governs transformation playbooks, establishes product management practices, and leads network/software modernization strategies. This role ensures cohesive program governance, measurable results, and alignment with CIO strategic objectives. 

Location: Washington, DC; National Harbor, MD

Responsibilities:

Serve as Program Manager on a team responsible for the task order. Responsibilities include:

  • Support in the day-to-day management of the task order, and develop long-term and strategic objectives to help ensure that customer requirements will be satisfied in future years of the contract
  • Lead transition support for all CIO transformation initiatives, ensuring standard, repeatable program and project delivery.
  • Apply Hybrid Waterfall/SAFe Agile, PMI, and Prosci OCM methodologies across all transformation efforts.
  • Establish AI governance charter and operating framework, AI strategy and roadmap.
  • Oversee project planning, governance, progress tracking, risk mitigation, and reporting.
  • Ensure alignment between project execution, CIO strategic goals, and modernization roadmaps.
  • Develop and maintain strong, strategic relationships with key government stakeholders, including contracting officer representatives, program managers, and other relevant officials.
  • Facilitate regular communication and engagement with government stakeholders to foster trust and collaboration.
  • Conduct comprehensive capability maturity assessments across CIO functions.
  • Deliver prioritized, actionable recommendations to improve CIO operational effectiveness.
  • Develop high-impact improvement roadmaps and track adoption.
  • Lead creation of CIO transformation playbooks covering OCM, governance, communication, adoption metrics, and implementation guidance.
  • Deliver multi-channel training and communications promoting CIO capabilities and organizational empowerment.
  • Stand up the Product Manager function within CIO, including strategic vision, governance structures, KPIs, and lifecycle process development.
  • Accountable for meeting contractual performance criteria and due dates during service delivery as well as successful overall project completion
  • Identify new business opportunities within the scope of the contract
  • Support the development of ROMs, pricing, and technical proposals
  • Ability to handle multiple tasks in a fast paced, dynamic environment
  • Flexible schedule and ability to be on call
  • Supervise, motivate, develop and direct staff in successful execution of their assigned task areas
  • Devise policies, standard operating procedures, and approval workflows for the team
  • Conduct performance evaluations of program staff
  • Develop briefings, position papers and other supporting artifacts
  • Employ strong communication skills to direct skilled technical / programmatic resources and report on the technical progress, issues, and problem areas, as well as write and review program documents
  • Ensure the timely recruitment and training of task order staff

Qualifications:

Required:

  • Ability to obtain/maintain a DHS EOD Suitability Clearance (Active EOD preferred)
  • BA/BS or equivalent and 15 years in a related field with supervisory or management experience in federal contract program management with enterprise IT, infrastructure engineering and operations, to include at least 2 years managing a contract with more than 75 FTE
  • Expertise in PMI based program/project management, SAFe Agile, and hybrid methodologies.
  • Proficiency with capability assessments, maturity models, gap analyses, and improvement frameworks.
  • Understanding of AI governance, AI onboarding, and responsible AI frameworks.
  • Knowledge of ITSM workflows, field support operations, and knowledge management modernization.
  • Strong understanding of Agile/DevSecOps software development practices and metrics.
  • Familiarity with network/endpoint assessment processes and consolidation strategies.
  • Excellent executive communication, stakeholder engagement, and transformation advocacy skills.
  • Demonstrated expertise and experience in overseeing/managing multi-million dollar federal IT contracts including cost control and forecasting
  • Project Management Professional (PMP) certification
  • ITIL Foundation certification (or must obtain within first 6 months)
  • Proven communicator and leader
