About this Job
The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 225416

The incumbent is responsible for working closely with third-party vendors and executive management to ensure the consistent delivery of IT services.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Five years of experience in information technology; OR

Six years of full-time work experience in any field plus three years of experience in information technology; OR

An associate's degree in information technology plus three years of experience in information technology; OR

A bachelor's degree plus three years of experience in information technology; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR

A master's degree plus two years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
  • Perform technical consultant functions for multiple, highly complex assigned program areas and applications.
  • Provide systems and technical expertise on projects to various management levels involving the development of information technology to support various program sections.
  • Review requests for information services, recommend the most efficient and effective of accomplishment and present findings to various management levels.
  • Provide technical expertise in analyzing, defining, acquiring, and implementing application software packages, office automation software, security and administration programs, and quality assurance reviews. Provide consulting services of effective use of the development methodology for information systems to ensure that the most effective designs are utilized to best support the needs of management.
  • Provide development, maintenance, and troubleshooting of highly complex computer applications systems as required. Provides expert advice, assistance and guidance for development of applications and recommendations for database architecture.
  • Designs, codes, compiles, tests, debugs, modifies, and documents new or existing applications using the OTS technology stack to conform to AppDM accepted standards, procedures and guidelines.
  • Conducts meetings, creates action items, compiles meeting summaries, and holds individuals accountable for completion of those tasks critical to the project success.
  • Functions in the capacity of higher-level Information Technology management, as directed, in their absence.
  • Responds to computer system emergencies and resolves problems independently or in consultation with other Information Technology applications staff and/or end user personnel.
  • Researches and resolves program, machine, data, or system software problems of a highly technical nature, frequently interacting with other employees, supervisors, or users.
  • Performs all other tasks, special projects, analysis, studies, and plans as directed.

Position-Specific Details:

Appointment Type: This vacancy will be filled by promotion of a current permanent-status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.
Location: This is a full-time, on-site position located in the Greater Baton Rouge area.

Substitution: Applicants who do not meet the minimum education or experience qualification may receive experience credit from Civil Service approved certifications for up to two years of experience, which may substitute for the bachelor's degree.
