The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 225330

The incumbent of this position will be supervised by the IT Statewide Applications Manager and will provide strategic level management consulting to various levels within Louisiana Works (LaWorks) for project management, planning, program analysis, specifications, aberration research, development and QA for highly complex projects relative to several major functional components of the LaWorks; facilitating the strategic goals and direction of organizational policy for information systems through applications and web development; and successfully completing projects based on priorities established by the business units. This position may require travel to other work locations to perform job duties, attend meetings, and participate in training, which will require a current, valid driver's license.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Five years of experience in information technology; OR

Six years of full-time work experience in any field plus three years of experience in information technology; OR

An associate's degree in information technology plus three years of experience in information technology; OR

A bachelor's degree plus three years of experience in information technology; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR

A master's degree plus two years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
  • Performs management consulting, planning, program analysis, quality assurance, technical resource and project management functions in support of LaWorks applications systems. Transfer technical and business knowledge of agency data, systems, and existing business rules to applications staff.
  • Performs business analysis to: develop business impact statements, develop legislative fiscal notes, gather business unit requirements, prepare and maintain project, program, and/or system specifications and guidelines for users' electronic systems. Use in depth knowledge of .NET and SQL design techniques to provide guidance to development staff as well as write definitions and descriptions of data elements for use by professionals and users. Prepares and maintains user guides and lT Standards & Procedures documents.
  • Provides program analysis, planning, quality assurance, project management, technical analysis, design, development and quality assurance for all web based systems at LaWorks.
  • Ensures that IT applications work is accomplished in a timely manner as specified by the user(s) and in a manner consistent with the OTS' standards and applications development methodologies. Utilizes knowledge of and experience with a variety of information system processing equipment to provide information and recommendations on projects relating to the operation and management of information infrastructure technology. Reports project statuses to supervisors.
  • Assesses organizational structures, department objectives, control procedures, information technology infrastructure, problem areas and operational methods in order to recommend corrective actions of same and to determine short and long-range system needs.
  • Develops process for, implements process for and conducts and oversees quality assurance reviews as well as manage the Change Management Board who handles all Requests for Change documentation and approvals of existing and proposed systems and services prior to production deployment.
  • Functionally provides analysis, planning, quality assurance and supervision/maintenance for the Louisiana Unemployment Insurance - Benefits Payment System (Due to restrictions on the handling of IRS' Treasury Offset Program data, only LaWorks IT staff can directly maintain TOP data.)
  • Performs all other tasks, special projects, analysis, studies and plans as directed.

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.
Location: This is a full-time, on-site position located in the Greater Baton Rouge area.
