Summary

This position is located in the Office of NIH Business System (ONBS). The overall objective of the NBS is to facilitate the scientific mission of the NIH and provide an administrative/scientific system that is cost effective and provides accurate and timely information.

Duties

• Participate in complete system design, development, and implementation. Plan and direct the systems analysis, design, programming, testing, and installation of the proposed systems.
• Develop application systems design and systems requirements specifications for the implementation of major systems and their interaction with related systems which cross organizational lines.
• Perform needs analyses to define opportunities for new or improved business process solutions.
• Determine, within user requirements and system constraints, a design strategy, information flow, system structure and interface with other organizational systems.
• Conduct studies and tests for the purpose of evaluating the system, hardware, and software to ensure that the most efficient procedures, systems, methods, and equipment have been selected for the specific segment of operation. Based on study results, recommend new or enhanced approaches to delivering IT services.
• Plan, coordinate, and conduct the systems subject matter analysis and computer programming required to implement and maintain a major functional area.

Qualifications

In order to qualify for this IT Specialist (System Analysis), GS-2210, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess all of the following four competencies:

• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for this position at the GS-11 level you must meet the following requirement:

You must have completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR 3 full years of progressively higher level graduate education in one of the areas described above leading to such a degree;

You must demonstrate in your resume that you have 1 (one) year of specialized experience equivalent to at least the GS-9 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: 1) conducting feasibility studies and analyze system requirements to design service-based integration architectures; 2) performing complex troubleshooting to resolve execution failures, and document all procedural changes in accordance with agency IT guidelines; 3) supporting the end-to-end System Development Lifecycle (SDLC) by managing automated release and deployment activities across multiple environments; 4) identifying opportunities for process modernization by researching and testing Robotic Process Automation (RPA) solutions and conversational automation workflows; and 5) developing, testing, and debugging complex internal program logic and utility routines.

To qualify for this position at the GS-12 level you must meet the following requirement:

You must have 1 (one) year of specialized experience equivalent to at least the GS-11 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: 1) planning and directing the deployment of enterprise systems by establishing automated release pipelines across development, testing, and production environments; 2) conducting post-implementation system reviews to evaluate performance and cost-effectiveness, identifying operational bottlenecks and introducing workload automation, batch scheduling optimizations, and modernization strategies; 3) developing comprehensive application designs and functional requirements specifications for cross-organizational systems; 4) providing technical direction to cross-functional development teams; and 5) representing the organization in high-level technical briefings and procurement panels with DHHS, NIH, and private-sector stakeholders.
