This position is located in the Office of the Chief Information Officer (OCIO), Business Solutions Center (BSC).

The Information Technology Specialist (Systems Analysis) is responsible for business and technical requirements management in support of FSIS mission requirements.

Duties

Help

• Ensures requirements are clear, complete, consistent, and resolves conflicts.
• Analyzes and defines requirements and specifications for information discovery, collection, reuse, and exchange.
• Codifies business requirements with project/application stakeholders.
• Documents and validates requirements using requirements traceability tools such as Git and Azure DevOps.
• Participates in requirements refinement with users to translate functional needs into system design/architecture.
• Recommends technical solutions for business process needs.
• Assists in developing user interface designs, prototypes, and specifications.
• Guides program areas through the FSIS IT governance process.
• Serves as liaison between OCIO developers and business stakeholders.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience or education, as defined below.

FOR GS-11 CONSIDERATION: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent responsibility in the private sector/pay systems. This specialized experience must four (4) of the following:

• Working with customers to assist in guiding their IT needs through a governance process. Assisting in peer reviews and inspection of IT documentation.
• Assisting in prioritizing customers' business requirements and user stories.
• Using initiative and resourcefulness in researching IT trends and patterns to adapt or modify traditional methods.
• Assisting in eliciting, documenting, analyzing, and interpreting requirements/user stories for business process automation, and ensure compliance with IT policy directives governing business application software development and standards.
• Working on multiple projects concurrently, at various stages of the software development lifecycle.
• Familiarity with software tool(s) to track requirements/user stories.
• Knowledge of agile software development methodology and processes.

OR

Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Coursework/degree must be in a related field.

Combination of Education and Experience: You must have an appropriate combination of successfully completed graduate level education and experience. The quality of the combination of education and experience must be sufficient to demonstrate that you possesses the knowledge, skills, and abilities required to perform work in the occupation. To determine your combination, first compute your experience as a percentage of the experience listed in the job announcement (1 year of specialized experience); then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of 2 years (36 semester hours) may be used to qualify.

FOR GS-12 CONSIDERATION: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent responsibility in the private sector/pay systems. This specialized experience must include four (4) of the following:

• Using initiative and resourcefulness in researching IT trends and patterns to adapt or modify traditional methods.
• Assisting in eliciting, documenting, analyzing, and interpreting requirements/user stories for business process automation, within compliance with policy directives governing business application software development standards.
• Working on multiple projects concurrently, at various stages of the software development lifecycle.
• Working knowledge of software tool(s) to track requirements/user stories.
• Guiding the customers through the IT governance process. Participating in peer reviews and inspection of IT documentation.
• Participating in prioritizing program areas' business requirements and user stories.
• Identifying potential information technology (IT) improvements.
• Developing, documenting, and managing business requirements/user stories.
• Working knowledge of agile software development methodology and processes.

FOR GS-13 CONSIDERATION: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent responsibility in the private sector/pay systems. This specialized experience must include five (5) of the following:

• Using initiative and resourcefulness in researching IT trends and patterns to adapt or modify traditional methods.
• Leading the eliciting, documenting, analyzing, and interpreting requirements/user stories for business process automation, within compliance with policy directives governing business application software development standards.
• Experience with software tool(s) to track requirements/user stories.
• Working on multiple projects concurrently, at various stages of the software development lifecycle.
• Identifying potential information technology (IT) improvements.
• Preparing and presenting documentation for submission to an IT governance/approval process.
• Providing technical advice, guidance, and recommendations to stakeholders.
• Utilizing agile software development methodology and processes.
• Guiding the customers and actively participating in the IT governance process. Actively participating in peer reviews and inspection of IT documentation. Recommending process improvement to IT governance process.
• Actively participating in prioritizing program areas' business requirements and user stories.
• Analyzing and defining requirements/user stories and specifications for information discovery, collection, reuse, and exchange.
• Analyzing application requirements/user stories to ensure they are clear, complete, consistent, and unambiguous.

Education is not substitutable at the GS-12 or GS-13 grade level.

In addition to the above specialized experience requirements, applicants will undergo a structure resume review to determine whether they meet the Individual Occupational Requirements (IOR) of the 2210 series. Successfully completing the 2210 series USAHire assessment with a passing score will be used as proof of possessing the necessary proficiency in the following competencies: Attention to Detail, Customer Service, Decision Making, Interpersonal Skills, and Teamwork. A panel of subject matter experts will review your resume to determine if you meet the minimum proficiency level (as defined by the 2210 series IOR) for the following competencies:

• Information Management
• Oral Communication
• Problem Solving
• Technical Competence

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
