This position is part of the Defense Human Resources Activity.

Duties

Help

As a IT SPECIALIST (PLCYPLN) at the GS-2210-14 some of your typical work assignments may include:

  • Develop and Enforce Enterprise IT Policy & Governance: Establish, implement, and oversee compliance with IT plans, policies, standards, architectures, and governance frameworks across DMDC directorates and external mission partners to ensure alignment with agency strategic priorities and DoD information assurance/security standards.
  • Lead Cross-Functional Coordination & Interagency Liaison: Coordinate IT policy and service delivery across all DMDC directorates, the Department of Defense (DoD), and partner federal agencies to drive mission success and facilitate secure, seamless enterprise IT integration.
  • Oversee IT Portfolio Management & Capital Planning: Direct IT capital planning and investment control (CPIC), workforce planning, resource allocation, and risk management across the DMDC portfolio to ensure cost, schedule, and performance goals support agency business strategies.
  • Analyze & Interpret DoD Enterprise Systems Data: Utilize and interpret data from key DoD systems-including the Integrated Business Framework (IBF), Data Alignment Portal (BEA Mapping), DoD Information Technology Portfolio Repository (DITPR), Select & Native Programming Data Input System for IT (SNaP-IT), DoD IT Investment Portal (ITIP), and Data Center Inventory Management (DCIM)-to support strategic decision-making and mission objectives.
  • Guide End-to-End Product Lifecycle & Team Execution: Lead cross-functional project teams through all phases of the product and system lifecycle, including requirements gathering, roadmap strategy, acquisition, technical evaluation, testing, fielding, and continuous improvement.
  • Drive Performance Management & Continuous Improvement: Leverage IT performance measurement tools and metrics to identify and resolve workforce and operational challenges, evaluate policy effectiveness, and optimize customer service delivery.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service:

  • Lead product, project, program and technical skills in the provision of overall direction and
    guidance for the development, acquisition, testing, product improvement and fielding of assigned
    systems.
  • Provides continuous oversight of IT program formulation, planning, deployment, and execution of
    technology.
  • Oversees briefings that contain program strategies, goals and status to stakeholders, management
    and higher-level leadership.
  • Defines the product strategy and roadmap.; OR


Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.For current permanent DHRA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE four years and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DHRA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE four years, and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion.

Substitution of education may not be used in lieu of specialized experience for this grade level.
