We are seeking a strategic and results-driven IT Project Manager to join our Enterprise Solutions Programs (ESP) organization within the Office of the CIO (OCIO). Reporting to the Principal Director of Enterprise Solutions Programs and the Program Management Office (PMO), you will play a pivotal role in driving enterprise system development and upgrade implementations across the
organization.
As IT Project Manager, you will lead end-to-end project execution—from requirements gathering and prioritization through documentation, resource allocation, task management, testing, and change management. You will serve as the subject matter expert for enterprise systems, partnering with stakeholders across all business lines: National Systems Group, Defense Systems Group, Civil Systems Group, Engineering & Technology Group, and Enterprise Services.
This individual contributor position requires a unique blend of tactical problem-solving to address immediate system challenges and strategic vision to shape the future enterprise system roadmap, including system consolidation opportunities and modernization initiatives.
The selected candidate will be required to work full-time, on-site at our facility in Chantilly, VA.
What You'll Be Doing
Serve as project manager for enterprise enhancements and system upgrade portfolio of projects
Facilitate requirements gathering and prioritization, document final requirements, oversee project resource allocations, assign and coordinate project tasking, testing, and change management activities for system development and upgrade implementations
Partner with Enterprise Solutions Partners and mission group leaders to translate evolving requirements into actionable initiatives aligned with OCIO portfolio planning processes
Facilitate requirements gathering, solution design, testing, and change management activities for system development and upgrade implementations
Ensure enterprise systems comply with corporate governance standards, security requirements, and regulatory obligations, participating in relevant governance councils
Establish and track KPIs for system health, including availability, user adoption, data quality, and business process efficiency
Communicate program status, value realization metrics, and recommendations to leadership and stakeholders
What You Need to be Successful
Minimum Requirements:
Bachelor's degree in Information Technology, Business Administration, Computer Science, Engineering, or a related field
7 or more years of progressive experience in ERP or other enterprise system program management, implementation, or optimization in complex enterprise environments
Demonstrated hands-on experience with at least two of the following: SAP S/4HANA, Workday, ServiceNow, Concur, or comparable enterprise ERP systems
Proven track record of managing enterprise transformation projects or programs across multiple business functions (e.g., Finance, HR, Supply Chain, Manufacturing)
Strong understanding of enterprise system architecture, integration patterns, data management, and enterprise application landscapes
Demonstrated ability to work effectively across organizational boundaries, influencing stakeholders at all levels without direct authority
Excellent analytical and problem-solving skills, with the ability to diagnose complex system issues and develop practical solutions
Experience with Agile, Waterfall, or hybrid project management methodologies
Willing to travel approximately 10–15% of the time
How You Can Stand Out:
It would be impressive if you have one or more of these:
Experience in aerospace, defense, or government contracting industries with familiarity of compliance requirements and operational complexities
Experience leading ERP consolidation or transformation initiatives, including system rationalization and migration strategies
Familiarity with enterprise architecture frameworks and integration technologies
Knowledge of ITIL v4, IT service management practices, and enterprise PMO methodologies
Experience with portfolio management tools (e.g., ServiceNow PPM, Microsoft Project, etc)

Individual salaries within that range are determined through a wide variety of factors including but not limited to education, experience, knowledge and skills.
