Full Job Description
Reporting to the Manager, IT Business Solutions, the IT Project Manager/Business Analyst (PM/BA) leads key initiatives that span multiple business units and run concurrently with other projects. The role has the critical responsibility to recognize risks and manage their projects to minimize the impact of outside dependencies. This position is a liaison between departments and IT staff, responsible for identifying and bringing large-scale strategic technology digital initiatives from concept to implementation and helps prepare the business to become resilient with use of technology. The incumbent is a skilled relationship-builder, comfortable managing consultants and contracted professional services, and able to translate business needs into technological solutions through design, development, testing, release, updates, continuous improvement and ongoing lifecycle management of large corporate solutions. The IT PM/BA responsibilities include, but are not limited to: • Set and continually manage project expectations with team members and other stakeholders. Manage project inter-dependencies including reporting on exposures resulting with inter-project dependencies. Manage the integrated project plan and completion of project deliverables to approved project budgets and schedules • Develop plans to manage project staff and activities and ensure required controls are in place to complete the project deliverables within financial targets. Develop and manage the project scope including monitoring the procurement process (where applicable) • Provide leadership and governance throughout the project lifecycle by developing project charters, status meeting minutes, project schedules, and all associated project/support documentation • Identify and manage change requests that impact project scope, schedule and budget, ensuring the update of related project documents/artifacts. Perform project closure, document, review, and implement (as applicable) lessons learned; develop post-implementation plan and hand over to operation team • Determine which activities are necessary to complete a business analysis approach to elicit the needs of the business unit(s) and ensure that requirements are analyzed and verified to ensure that they meet strategic goals. • Provide continuous quality and productivity improvements to existing and new business systems; champion the adoption of new ideas and approaches to support organizational culture • Provide end-user support for solutions to ensure that users have the knowledge, skills, and support necessary to operate systems effectively. Ensure uninterrupted access and availability of IT services (as applicable) during transition from build to production support • Manage project risks and issues and implement appropriate mitigation strategies and actions for each. Document and manage risk, issues, and decision log (RAID). Work with the team, escalating when appropriate. Using best practices, professional judgment, and experience, proactively work to prevent project issues • Effectively communicate project expectations to team members and stakeholders in a timely manner. Develop and deliver progress reports, proposals, project logs, and presentations. Lead and direct steering committee and stakeholder meetings, providing regular project status/dashboard reports as required by sponsors and the Town's project management process • Manage effective relationships with the Senior Management Team (SMT) and project stakeholders. Communication will include negotiating project deliverables with vendors, including delivery dates, additional work, scope, and changes. The ideal candidate will have at least eight (8) years of relevant IT/technical project management experience. Other requirements include: • University degree in Information Technology, Computer Science or Business (Commerce, Business Administration, etc.), or an equivalent combination of education and experience. Certification as a Project Management Professional (PMP) or Certified Business Analysis Professional (CBAP) or Certification of Competency in Business Analysis (CCBA) is strongly preferred • Excellent interpersonal, collaboration, and negotiation skills, teamwork abilities, and a strong independent work ethic • Demonstrated project/time management and organizational skills; experience in transitioning projects from implementation to operational status including the coordination of end-user training • Excellent creative and strategic thinking, analytical, problem-solving, conflict resolution, and research skills • Superior customer service, oral and written communication skills • Proficient in multi-tasking, setting priorities and coordinating several initiatives, projects and applications simultaneously in a cross-functional environment • Proficiency using business productivity applications including the Microsoft 365 suite (Outlook, Word, Excel, PowerPoint, Teams, and SharePoint) and project management solutions like MS Project or Visio • Knowledge of both waterfall and agile methodologies • Valid driver's license and use of a personal vehicle Salary Range: Band 8: $113,732 - $133,795 Deadline for applications is September 27, 2026 For more information and to apply please visit www.eastgwillimbury.ca/careers We thank all applicants for their interest; however, only those being considered for an interview will be contacted.
