The Opportunity

As an IT Project Manager, you will be responsible for the successful delivery of enterprise-wide IT initiatives and program portfolio that are complex, interdependent, and high impact. This role provides delivery leadership through strong governance, financial stewardship, risk management, and stakeholder engagement, working across business units, IT, external vendors and consultants.

The position plays a critical role in mobilizing vendors, initiating contracts, establishing governance structures, and managing delivery risk to ensure projects are delivered on time, within scope, and within approved funding. The IT Project Manager supports operational excellence by enabling smooth transition and adoption of solutions with minimal business disruption.

The role serves as the key liaison between IT, business leadership, vendors, and executive stakeholders to ensure initiatives are delivered on time, within budget, within scope, and aligned to organizational priorities. The IT Project Manager drives program governance, portfolio visibility, decision-making, and adoption outcomes while ensuring strong business engagement throughout the project lifecycle.

Key Responsibilities

The successful candidate will be responsible for duties that will include:

Project and Program delivery, lead enterprise IT projects and programs from initiation through delivery
    • Establish and maintain project and program governance structures.
    • Working in partnership with Finance department, this position manages project and program budgets, forecasts, and financial reporting.
    • Identify, assess, and manage risks, issues, and dependencies across complex initiatives.
    • Engage business stakeholders, executive sponsors, and delivery partners to ensure alignment and timely decision-making, ensure alignment between project execution and strategic business objectives.
    • Develop and maintain detailed project plans, roadmaps, milestones, and implementation schedules.
    • Oversee multiple concurrent project initiatives.
    • Lead the project quality assurance, change control, and ensure the delivery standards are consistently applied.
    • Develop project documents: scope statements, budgets, project charters, status reports, operation transition document, post implementation reviews and any project related documentation.

Stakeholder Management and Business Engagement
    • Meets with internal stakeholders to obtain an understanding of the business requirements and Information Technology needs; gathers, interprets and documents business needs in the form of requirements, use cases, process flow diagrams and other formats; works closely with the business to produce business cases, priority setting of projects and pilots as projects get approval to proceed.
    • Develops and communicates models to showcase how the business can benefit from change, showcasing risk reduction, time to payback solution, working with the Change & Process department.
    • Support organizational change management, user adoption, and business readiness activities.

Vendor and Contract resource management
    • Coordinate delivery with external vendors, system integrators, managed service providers, and consulting contractors.
    • Ensure vendor accountability for timelines, quality, contractual obligations, and service commitments.
    • Support contract governance, statement of work reviews, and vendor performance management.
    • Resolve or escalate, as necessary, vendor related delivery risks and issues.

Continuous Improvement and Leadership
    • Identify opportunities to improve project delivery processes, governance models, and execution practices.
    • Contribute to PMO maturity, standardization, and best practices.
    • Mentor junior project managers and business analysts.


Qualifications and Skills

Required
  • Bachelor's degree in computer science, Computer systems technology, Information technology, or related discipline.
  • 8 years progressive Information Technology Project Management experience and a broad knowledge of Information Technology.
  • Proven experience managing complex enterprise IT projects and cross-functional programs.
  • Demonstrated success working with business stakeholders and executive leadership.
  • Vendor management experience.
  • Professional designation (PMP, PRINCE2 Practitioner) required.
  • Project Management certification required.
  • Knowledge of government practices and processes, e.g. RFP, regulatory requirements.
  • Solid understanding and capability to create, manage and deliver successful IT projects.
  • Highly developed Project Management Skills through execution of multidisciplinary, multiplatform IT related projects.
  • Ability to quickly develop strong partnerships between people in business and technical roles.
  • Ability to document requirements, business processes, workflows clearly using a variety of tools and methods.
  • Strong verbal, written, listening and interpersonal skills to convey concepts and information.
