General Summary:

The Staff IT Program Manager leads large, complex, cross-functional initiatives that drive strategic business outcomes for OneIT. This role is responsible for translating strategy into executable programs, establishing governance and execution frameworks, managing risks and dependencies, and ensuring delivery of committed business value.

The Staff IT Program Manager serves as the central orchestrator across technology teams, business stakeholders, vendors, and leadership, ensuring alignment, transparency, accountability, and successful realization of program objectives. This role combines strategic thinking, operational excellence, program execution, and organizational influence to deliver enterprise-scale transformation initiatives.

This position requires an active U.S. Top Secret (TS/SCI) security clearance and the ability to maintain that clearance throughout employment. Candidates must be U.S. citizens and capable of working with sensitive and classified information in accordance with government and customer security requirements. Experience supporting classified environments and working within NIST, RMF, CMMC, FedRAMP, and related federal compliance frameworks is strongly desired.

This position is ON-SITE only and is in San Diego, CA.

Minimum Qualifications:
• Bachelor's degree in Engineering, Computer Science, or related field.
• 5+ years of Program Management or related work experience.

*Completed advanced degrees in a relevant field may be substituted for up to two years (Master's = one year, Doctorate = two years) of work experience.

Primary Responsibilities

Strategic Program Leadership
  • Lead the planning, execution, and delivery of large-scale, cross-functional programs aligned to OneIT and business objectives.
  • Translate strategic priorities into executable roadmaps, milestones, outcomes, and measurable success criteria.
  • Drive alignment across multiple stakeholders, organizations, and delivery teams.
  • Ensure programs deliver intended business outcomes, benefits, and value realization.


Program Planning & Delivery Management
  • Develop and maintain integrated program plans, schedules, resource strategies, dependencies, and delivery milestones.
  • Coordinate execution across multiple projects, product teams, workstreams, and external partners.
  • Monitor progress against commitments and proactively resolve execution challenges.
  • Manage program scope and facilitate tradeoff decisions when priorities, budget, schedule, or resources change.


Governance & Executive Communication
  • Establish and facilitate program governance forums, steering committees, and decision-making processes.
  • Create executive-level reporting, dashboards, and status communications.
  • Provide clear visibility into progress, risks, dependencies, financials, and outcomes.
  • Drive accountability across participating teams and stakeholders.


Risk, Issue & Dependency Management
  • Identify and assess program risks, issues, assumptions, and interdependencies.
  • Develop mitigation and contingency plans to minimize impacts to delivery.
  • Escalate critical decisions with recommended actions and business impacts.
  • Ensure effective cross-program coordination and dependency management.


Financial & Resource Management
  • Manage program budgets, forecasts, investment plans, and resource models.
  • Monitor actual spending against approved funding and business cases.
  • Partner with Finance, Procurement, and leadership to optimize program investments.
  • Ensure resources are effectively aligned to strategic priorities.


Organizational Change & Adoption
  • Partner with business and technology leaders to drive stakeholder engagement and organizational readiness.
  • Support communication, training, adoption, and change management activities required for successful outcomes.
  • Ensure operational readiness and successful transition into support and sustainment models.
  • Measure and track adoption, business value, and benefits realization.


Continuous Improvement & Ways of Working
  • Promote consistent program management methodologies, governance practices, and execution standards across OneIT.
  • Drive process improvements that increase transparency, predictability, and delivery effectiveness.
  • Mentor project managers and program managers and contribute to PMO capability development.
  • Champion modern delivery practices, Agile ways of working, and data-driven decision making.

Pay range and Other Compensation & Benefits:
$171,200.00 - $256,800.00

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
