Full Job Description
JOB SUMMARY:

The IT Director oversees the City's technology infrastructure, including cybersecurity, network, and systems platforms. Work with a talented team of IT professionals, including Geographic Information Systems, to ensure operational requirements and support business needs. Manage policy, budget resources, and vetting of technology acquisitions. Coordinate with departments to safeguard, streamline, and maximize the use of technology assets.

Seeks opportunities for continuous improvement to leverage data resources and enhance the customer experience. Guide technology project implementations and inform stakeholders and leadership of risks and opportunities.

TYPICAL DUTIES:
  • Manage the daily affairs of the IT Department with direct supervision over IT personnel. Evaluate performance, handle personnel problems, and resolve complaints and other issues. Make significant recommendations to the Deputy City Manager concerning departmental personnel and contract service providers' hiring, firing, advancement, promotion, or status changes.
  • Oversee technology architecture and standards for hardware, software, and data. Plans and directs a comprehensive and integrated information technology program involving operational support of mobile devices, desktops, laptops, systems, fiber networks, wireless networks, cybersecurity, SaaS, software development, GIS.
  • Ensure operational continuity of data centers and high availability through best practices and leveraging managed detection response (MDR), data governance, cyber insurance, power management, and disaster recovery. Utilize and support threat intelligence, audit compliance, and regulatory requirements.
  • Directs the development of departmental goals, objectives, policies, and procedures. Leads Technical Advisory Committee to assist with strategic planning and policy advisement in the adoption and use of technology; and establishes the mission of the IT Department through and in response to City needs and priorities.
  • In cooperation with stakeholders, oversee physical security of access, camera, and ID security control systems.
  • Manages resources for various projects, setting priorities for emergencies and unanticipated projects.
  • Conduct risk assessments of vendors, manage relationships and assist/conduct RFPs, contract review/negotiations, acquisitions, and implementations. Fulfill accounting requirements for billing and reporting.
  • Prepare departmental budget and monitor expenditures by policies. Fiscally accountable for budget expenditures within Council approved levels and developing and maintaining spending plans.
  • Make presentations before the Council, boards, commissions, and the general public concerning the concept, review, and approval of programs and projects. Write staff reports and provide communication in varied formats.
  • Work with city staff to develop and maintain Comprehensive Emergency Management Plan (CEMP) for the City based upon National Incident Management System (NIMS) standards. May be required to respond in an emergency at any time.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in information technology, computer science, related field, or demonstrated equivalent in formal education and/or experience.
  • 7-10 years of progressive IT or computer science experience
  • 3-5 years of supervisory experience
  • Pre-employment credit check, and s ecurity clearance related to financial data and public safety systems.

PREFERRED QUALIFICATIONS:
  • Excellent understanding of systems and network architecture, security, administration, datacenter management, Cloud platforms, databases, and storage/recovery systems
  • Strong knowledge of project management principals including Agile
  • Familiarity with wireless PTP, UPS power systems, cooling, generators, and equipment lifecycles
  • Experience with Cisco, Meraki, Microsoft, Genetec, ArcGIS, and AWS platforms
  • Aware of FAA regulations for drone operations
  • Public sector experience

WORKING CONDITIONS:
  • Work is conducted primarily in an office environment.
  • Occasional non-traditional working hours which may include rotating, on-call, evenings, weekends and holidays.
