LASERS is looking for a talented and motivated IT Deputy Administratorto join our Information Technology Division in Baton Rouge, LA. If you're a candidate who has significant experience in a senior IT leadership role (Director, Deputy, etc.) with direct responsibility for enterprise-wide technology strategy and modernization, this role could be a perfect fit.

As a principal deputy to the Chief Technology Officer (CTO), this position provides strategic leadership dedicated to technological innovation and modernization. As a key member of the IT Leadership Council, this position works in close partnership with the IT Deputy Administrator for Operations & Infrastructure to form a cohesive IT leadership team. This role provides leadership and direction to cross-functional, project-based teams composed of shared IT personnel to execute the agency's strategic technology initiatives, including cloud migration, systems modernization, and artificial intelligence integration.

An ideal candidate would possess the following skills or experience: We are seeking a senior-level leader with a background in the following areas:
  • Strategic IT Leadership: Extensive experience developing and executing long-range technology roadmaps, business cases, and governance frameworks in a complex enterprise environment.


  • Large-Scale Project & Change Management: Demonstrated success leading transformative, multi-year technology initiatives, such as enterprise system modernization, cloud migration (AWS, Azure, etc.), and the adoption of new platforms.


  • Cloud Architecture & Strategy: Deep knowledge of cloud services, architecture, and migration strategies for enterprise applications.


  • Emerging Technologies: Experience with and a strong understanding of the practical application of emerging technologies, particularly Artificial Intelligence (AI), to improve business operations.


  • Vendor Management & Procurement: Experience leading the development of RFPs and managing relationships with strategic technology partners.


  • Influential Leadership: Exceptional ability to lead through influence, build consensus across business units, and direct matrixed, project-based teams.

Minimum Qualifications
Seven years of experience in information technology; OR

Six years of full-time work experience in any field plus five years of experience in information technology; OR

An associate's degree in information technology plus five years of experience in information technology; OR

A bachelor's degree plus five years of experience in information; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR

A master's degree plus four years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
The IT Deputy Administrator will:
  • Lead the development of a comprehensive strategy for the migration of LASERS enterprise applications
  • Research, identify, and champion emerging technologies, particularly artificial intelligence (AI), that can enhance operational efficiency, data analytics, and member services.
  • Serve as a key partner to the CTO in formulating and executing the agency's long-term IT strategy and governance frameworks related to new technologies.
  • Oversee project management for all innovation initiatives, ensuring projects are delivered on time, within budget, and meet strategic objectives.

Position-Specific Details:
Appointment Type: Probational, Promotional, Detail to Special Duty, or Job Appointment
LASERS requires all new hires to serve a minimum of eighteen (18) months not to exceed twenty-four (24) months in probational status including permanent state employees.
